DATA ENGINEER/DATABASE ADMINISTRATOR

MEANINGFUL WORK AND PERSONAL IMPACT
As a Data Engineer Senior, the work you'll do at GDIT will be impactful to the mission ofthe Centers for Medicare & Medicaid Services (CMS) Center for Program Integrity (CPI) on the Unified Case Management (UCM) system. As a PostgreSQL database engineer with administrator experience, you will play a crucial role in supporting the database quality and performance that will enhance the investigative capabilities against fraud, waste, and abuse within CPI.


Administer and support AWS-hosted PostgreSQL (Amazon RDS/Aurora) environments, including daily monitoring, backups, snapshots, restores, and routine maintenance.

Manage database snapshot retention, restoration, and refresh processes across production, lower environments, reporting schemas, and test environments.

Provide database/migration support for major application releases, including schema changes, data fixes, rollback planning, and deployment validation.

Monitor health, storage, connections, locks, long-running queries, vacuum/analyze activities, and replication status to ensure stability and performance.

Perform advanced SQL performance tuning (query optimization, indexing strategy, execution plan analysis, table maintenance).

Troubleshoot incidents and performance bottlenecks across databases, pipelines, and application connectivity.

Manage database security (role management, access provisioning) and support audits.

Design, build, andmaintaindata pipelines using Python, SQL, and AWS data services for ingestion, transformation, migration, and reconciliation.

Support change data capture (CDC) and streaming architectures using AWS DMS, AWS Kinesis,Debezium, and Amazon MSK/Apache Kafka.

Enable near real-time movement from PostgreSQL to downstream platforms (e.g., reporting schemas, data lakes, Snowflake, Databricks).

Develop automation scripts for data movement, validation, reconciliation, and operational support.
Collaborate with application, DevOps, data platform, reporting/analytics, QA, and business teams to ensure data consistency and reliability; drive root-cause analysis and remediation of data quality issues.
WHAT YOU'LL NEED TO SUCCEED
Bring your expertise and drive for innovation to GDIT. A successful Data Engineer Senior must have:
Education: Bachelors Degree in Computer Science, Data Science, or Information Systems or related field
Experience: 5+ years of related experience

Required Technical Skills:

  • AWS RDS/Aurora PostgreSQL administration (monitoring, backup/restore, snapshots, environment refreshes).
  • Advanced SQL and performance tuning (query optimization, indexing, execution plans).
  • Python for data engineering, automation, and pipeline development.

Preferred Experience and Skills:

  • CDC/streaming using AWS DMS, AWS Kinesis,Debezium, Amazon MSK/Apache Kafka; logical replication, WAL, replication slot management.
  • Data pipeline design and operations for ingestion/transform/migrate; near real-time data movement into Snowflake, Databricks, or data lakes.
  • Troubleshooting performance across databases, SQL, pipelines, and integrations; release-related database scripting/support.
  • ETL/ELT tools, orchestration/workflow automation; shell scripting, Git, CI/CD; Agile/Scrum orSAFeenvironments.
  • Familiarity with data governance, data quality, metadata/lineage, and reconciliation processes.
  • Experience with regulated enterprise systems (e.g., healthcare, government, financial)

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
