Senior Management Analyst (SAFe Scrum Master / Release Train Engineer)
Job Description
Cape Fox subsidiary, Cape Fox Federal Integrators (CFFI), is seeking a highly organized and motivated Senior Management Analyst to join our team in support of a federal government client. The Senior Management Analyst serves as an Agile servant leader for the Department of Interior (DOI) Human Resources Systems Management Division (HRMSD) Full Life Cycle IT Program, acting as a Scrum Master and/or Release Train Engineer (RTE) within the DOI's Scaled Agile Framework (SAFe) environment. This role facilitates Agile ceremonies, removes impediments, and drives continuous improvement across multiple Agile teams supporting HRMSD applications and modernization initiatives. This position is contingent upon award. Incumbents are encouraged to apply!
The salary range (or hiring range) for this exempt position is: $95,000 - $105,830
The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match. This job will be posted until filled or withdrawn.
Core Duties:
  • Serve as Scrum Master and/or RTE for one or more HRMSD Agile teams.
  • Facilitate daily stand-ups, sprint planning, retrospectives, and Program Increment (PI) sessions.
  • Coach team members on Agile principles and SAFe practices to improve delivery velocity and quality.
  • Coordinate cross-team dependencies and manage release trains using ServiceNow SPM or Jira.
  • Track Agile metrics (velocity, burndown, release progress) and report performance to HRMSD leadership.
  • Support backlog prioritization and definition of user stories and acceptance criteria.
  • Conduct process analysis and business workflow reviews to optimize HRMSD operations.
  • Ensure Agile artifacts and deliverables adhere to ISO 9001:2015 quality and CMMC Level 2 security controls.
  • Prepare PI and Sprint review summaries, dashboards, and performance reports for the COR and stakeholders.

Job Requirements
  • Minimum 5+ years of experience in federal IT programs with 3+ years serving as Scrum Master or RTE in a SAFe environment
  • Bachelor's degree in relevant field
  • Scaled Agile Framework (Scrum Master certified
  • Demonstrated success leading Agile teams through multiple Program Increments and Agile Release Trains
  • Proficiency with ServiceNow SPM, Jira, or equivalent Agile management tools
  • Experience in a process re-engineering and performance metrics development within HR or enterprise systems
  • Public Trust (Tier 1) or higher
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
