Job description

Summary
The incumbent serves as the Management & Program Analyst (Project Manager - PM) on a Facilities Project Management team in the Facilities Directorate and is the primary point of contact for assigned VBA field stations and actively participates in the execution of a wide variety of project management activities to ensure that field stations are managing their projects' time, cost, and scope in accordance with planned estimates and objectives.

Specific duties include:
  • Provides mastery in space and program planning to develop project requirements for renovations/construction.
  • Manages programs, operations, policies, and objectives in accordance with Federal Property Management Regulations, capital investment processes, legislative and regulatory policy, and their effect on project initiatives.
  • Manages and solves a variety of complex technical problems (cost effectively), seeking out modifications to standard practices/precedents to minimize adverse effects by employing analytical techniques.
  • Provides expert knowledge of standard construction practices and techniques applicable to commercial construction of multi-story structures. Possess knowledge of and ability to apply building code requirements and proper use of building materials to commercial construction of general office space. Ability to read and interpret construction drawings and specifications and to communicate understanding of documents both orally and in written communication.
  • Strong ability to accomplish work effectively and maintain harmonious customer relationships with the field stations and VA Central Office staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/22/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized experience: Defined as experience equivalent to the GS-13 level in the Federal service related to facilities management (building services, budgeting, capital asset management, and leasing). This includes applying facilities management and project planning (long and short-range planning and analyses). Examples of specialized experience include but are not limited to:
    • Coordinating and interpreting project execution (project schedule, risk assessments, and performance measures).
    • Implementing project communication plans (written proposals, and status briefings); and
    • Collaborating with project teams and other stakeholders (acquisition, minor construction budget requirements, and contractors/

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
