The State of Nebraska, Department of Health and Human Services (DHHS), Division of Operations is looking for a Procurement Manager to oversee and coordinate a major unit within the agency. In this leadership role within the Office of Procurement and Grants (OPG), you will provide administrative direction for complex, diverse, and multifunctional programs that are critical to DHHS operations and have a direct impact across Nebraska.

The Procurement Manager Job Duties Include:

  • Supervise, train, coach, and provide technical guidance to assigned Procurement Contracts Officers.
  • Assign, prioritize, balance, and monitor team workload to ensure procurement actions are completed accurately, timely, and in compliance with applicable requirements.
  • Review solicitations, exception requests, amendments, renewals, award documents, contract documents, procurement forms, and related records for accuracy, completeness, and compliance.
  • Lead and oversee competitive procurement activities, including RFPs, RFQuals, RFIs, active bidding, evaluation processes, award activities, and contract finalization.
  • Serve as a procurement subject matter expert for DHHS program areas regarding competitive procurement processes, solicitation development, exception requests, amendments, renewals, contract development, procurement systems, and related policies and procedures.
  • Coordinate with DHHS program staff, legal services, state and federal agencies, vendors, and other stakeholders to resolve procurement questions, clarify requirements, and support compliant procurement actions.
  • Provide related updates and reports to OPG leadership.
  • Assist with development, maintenance, and implementation of procurement procedures, templates, guides, training materials, standard work processes, and process improvements.

Requirements/ Qualifications

Minimum Qualifications: Bachelor's degree in business administration, procurement, supply/inventory operations or related field AND six years procurement experience with at least two years of experience in leading and/or supervising professional level procurement teams. Experience can be substituted for education on a year for year basis.

Preferred Qualifications: Master's degree in Public Administration, Business Administration or relevant field of study and progressive supervisory, management, and leadership experience. 10+ years of experience in local, state, federal, major university system or private sector procurement field.

Certifications including CPPB preferred.

Other: Position is located on-site at the Nebraska State Office Building in Lincoln.
