Job Summary

Power Platform Developer

Artemis seeks a Power Platform Developer to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Specialty Care Program Office (SCPO). SCPO provides national leadership, governance, and oversight for specialty care programs, Centers of Excellence, and enterprise initiatives across VHA. SCPO objectives include budget application modernization and automation efforts to further enable support for quality, accessibility, and consistency of specialty care services for Veterans.

Primary Responsibilities

The Power Platform Developer designs, builds, tests, and maintains web-based applications, client-server applications, and automation scripts that support SCPO's business processes, budget management tools, and enterprise reporting needs. This includes developing solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse) and related Microsoft 365 technologies, integrating commercial off-the-shelf (COTS) software into existing architecture, and applying Relational Database Management System (RDBMS) and Structured Query Language (SQL) knowledge to support data-driven applications. The Developer plans, documents, codes, modifies, tests, and implements computer programs using an established Systems Development Methodology, and performs analysis of program and production issues to support the continued reliability of SCPO applications.

More specifically, the Power Platform Developer works closely with SCPO business leads and end users to define requirements, analyze and design new or enhanced system solutions, and write program specifications. The Developer documents test conditions, creates test data, executes testing, and analyzes results, and coordinates system testing while assisting users with acceptance testing. The role supports research into new technologies, contributes to multiple concurrent project requests, and assists in the development and maintenance of data and process models, work plans, and project organization. The Developer also supports the development of administrator and end-user guides, training materials, and ongoing technical support for contractor-developed applications throughout the period of performance.

Minimum Qualifications

- Bachelor's degree in Computer Science, Information Systems, or related field

- 3+ years of experience developing and modifying web-based applications, client-server applications, or OS scripts for process automation

- Proficiency with Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse) and Microsoft 365 applications

- Experience with Relational Database Management Systems (RDBMS) or Structured Query Language (SQL)

- Experience implementing and integrating commercial off-the-shelf (COTS) software into existing architecture

- Experience with the full software development lifecycle, including planning, documenting, coding, modifying, testing, and implementing computer programs, using a Systems Development Methodology

Desired Qualifications

- Experience supporting VA/VHA and/or other federal health agencies

- Experience documenting test conditions, creating test data, and analyzing test results; coordinating system testing and assisting users with acceptance testing

- Experience analyzing and designing new or existing system enhancements, working closely with users to define requirements, and writing program specifications

- Experience assisting in the development and maintenance of data and process models, work plans, and project organization

- Experience developing administrator and end-user guides and training materials
