POSITION DESCRIPTION:

The Business Analyst (BA) will serve as the liaison between DOE stakeholders and the technical development team. The BA will gather, document, and validate business and technical requirements to support enhancements to budgeting, financial, vendor management, and enterprise applications. They will ensure requirements align with program goals, compliance standards, and DOE operational needs.

RESPONSIBILITIES:

  • Gather, document, analyze, and validate detailed business, functional, and technical requirements.
  • Develop process models, workflow diagrams, data maps, and system documentation using DOE-approved tools.
  • Facilitate stakeholder sessions and conduct gap analyses for existing DOE systems (Galaxy, Enterprise, Vendor Portal).
  • Support release planning, sprint grooming, and prioritization of features.
  • Create user stories, acceptance criteria, and functional specification documents.
  • Collaborate closely with designers and developers to ensure solution alignment with requirements.
  • Assist in developing UAT test scenarios and supporting DOE during execution.
  • Prepare reporting, dashboards, and analytical insights to support decision-making.
  • Support compliance analysis, risk identification, and issue escalation.

REQUIREMENTS:

  • Minimum 8+ years as a Business Analyst in large-scale enterprise system projects
  • Experience working with public-sector clients or complex workflow-driven systems
  • Strong understanding of data validation, system integration, and reporting requirements
  • Proficiency in MS Visio, MS Project, MS Excel, MS PowerPoint, SQL Query, Power BI
  • Experience with Agile, JIRA/Azure DevOps
  • Familiarity with system integration concepts (APIs, data pipelines)
  • Excellent communication and facilitation skills
  • Strong documentation and analytical capabilities
  • Ability to work with cross-functional teams and diverse stakeholders
  • Strong attention to detail and organizational skills
