Job description

Overview

The Medicaid Enterprise System (MES) Project Manager leads the delivery of defined MES projects or major workstreams within complex, multi-vendor programs supporting State Medicaid Agencies (SMAs) and other Health and Human Services (HHS) clients.

This role is responsible for execution-level ownership, including planning, coordination, risk management, and stakeholder alignment across system integrators, vendors, and client teams. The MES Project Manager ensures delivery outcomes are achieved on time, within scope, and aligned with program objectives.

The role primarily supports MES modernization initiatives in U.S. territories, including Puerto Rico, and requires the ability to operate effectively within complex stakeholder environments while translating policy, operational, and technical requirements into actionable plans. The MES Project Manager operates within established program governance structures and collaborates closely with senior leaders, including program managers and client executives, to support successful delivery outcomes.

This position offers flexibility in work location, with the resource able to sit remotely or in one of BerryDunn's offices, depending on preference. Regardless of location, the role requires regular collaboration with distributed teams and travel to client sites, generally expected to range from 25-50%, depending on engagement phase and client needs.

You Will
  • Lead delivery of project-level initiatives or major workstreams within MES programs, including planning, execution, and monitoring of scope, schedule, and deliverables
  • Serve as a primary day-to-day client interface for assigned projects or workstreams, ensuring clear communication and alignment with client stakeholders
  • Coordinate across vendors, system integrators, and internal teams to support effective execution in multi-stakeholder environments
  • Support vendor oversight activities, including tracking performance, risks, and deliverables against program expectations
  • Identify, manage, and communicate project-level risks, issues, and dependencies, driving timely resolution and escalation when needed
  • Execute within established program governance structures (e.g., PMO/PgMO), ensuring adherence to reporting, documentation, and decision-making processes
  • Contribute to the development of MES deliverables such as APDs, ConOps, roadmaps, RFPs, and federal reporting artifacts, with ownership of assigned sections or components
  • Apply knowledge of Medicaid systems and operations (e.g., eligibility, claims, provider management) to inform project execution and problem solving
  • Support system integration and interoperability activities, including coordination across MES modules and related HHS systems
  • Manage and mentor project team members, supporting task execution, quality, and professional development
  • Support business development activities, including proposal contributions and opportunity identification, as needed
You Have
  • 6-8+ years of experience in Medicaid, Health and Human Services (HHS), or public sector consulting
  • Demonstrated experience leading projects or major workstreams within Medicaid Enterprise System (MES) initiatives
  • Experience operating within a consulting services delivery model, including project management, vendor coordination, and client engagement
  • Proven ability to manage execution within complex, multi-stakeholder environments, including vendors, system integrators, and government entities
  • Experience supporting vendor performance management and tracking delivery outcomes
  • Experience engaging with client stakeholders, including the ability to communicate effectively and support informed decision-making
  • Experience working within structured project or program governance frameworks (e.g., PMO or PgMO)
  • Demonstrated ability to lead project teams, including mentoring, coaching, and coordinating work across team members
  • Strong knowledge of Medicaid systems (e.g., MMIS, Eligibility and Enrollment) and/or HHS IT solutions
  • Project Management Professional certification or equivalent experience
  • Ability to manage multiple concurrent workstreams with defined scope and timelines
  • Strong written and verbal communication skills
  • Proficiency with Microsoft tools (e.g., Office, SharePoint)
  • Bachelor's degree or equivalent experience
Compensation Details

The base salary range targeted for this role is $120,000-$150,000. This salary range represents BerryDunn's good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
