Role purpose
Lead assessment and scoping of digital identity, payments, registries, interoperability, data exchange, open-data and digital-service platforms.
Representative assignment problems
Assess institutional ownership, service journeys, data governance, privacy, interoperability and operating capacity.
Define platform/service architecture, phased rollout, inclusion, safeguards and measurable adoption outcomes.
Develop implementable TA/pilot TORs, budgets and institutional roadmaps.
Responsibilities
Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report.
Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned.
Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early.
Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts.
Minimum evidence-based qualifications
10+ years in government digital transformation or public digital infrastructure.
Named identity, payments, registry, interoperability, open-data or digital-service projects.
Government stakeholder, policy/regulatory and capacity-building experience.
International development or Europe/Eurasia experience preferred.
U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.
Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing.
Strong written English and ability to produce concise Government decision products.
Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned.
