Job description

Coho Technology Solutions is seeking a highly skilled RICE Object Developer / Oracle Database Administrator (DBA) to support the maintenance, sustainment, enhancement, and database administration of the Commercial Asset Visibility Air Force (CAV AF) system. This position combines Oracle application development and database administration responsibilities, supporting mission-critical Air Force logistics operations.

The successful candidate will develop, modify, and maintain Reports, Interfaces, Conversions, and Extensions (RICE) objects while also performing Oracle database administration, performance tuning, data management, and database security activities. This role requires expertise in Oracle technologies, software development, database administration, systems integration, and production support.

This is a remote, temporary position.

Responsibilities (include but are not limited to)

  • Application Development & Sustainment
    • Maintain, update, and enhance legacy system application code, software, and release documentation.
    • Develop and modify RICE objects to implement system updates, enhancements, interfaces, reports, and fixes.
    • Resolve Discrepancy Reports (DRs) and System Change Requests (SCRs) to improve system performance and functionality.
    • Deliver Technical Solutions and Rough Order of Magnitude (ROM) estimates for system modifications.
    • Conduct and support Critical Design Reviews (CDR), Preliminary Design Reviews (PDR), and Test Readiness Reviews (TRR).
    • Monitor application logs, identify system issues, and perform ongoing reviews to ensure system stability.
    • Support the integration of system changes provided by external organizations.
    • Ensure compliance with security, configuration management, and software development best practices.
    • Work collaboratively with business analysts, testers, system administrators, cybersecurity personnel, and government stakeholders.
    • Provide technical documentation, user guides, training materials, and end-user support as required.
    • Develop, maintain, and optimize Oracle database objects including tables, views, indexes, stored procedures, packages, triggers, and PL/SQL code.
    • Design and maintain logical and physical data models supporting application enhancements and business requirements.
    • Configure, administer, and maintain Oracle database environments supporting development, test, staging, and production systems.
    • Monitor database performance and conduct tuning activities to optimize system efficiency and reliability.
    • Analyze and resolve database bottlenecks, locking issues, deadlocks, and performance degradation.
    • Develop and implement indexing strategies, query optimization techniques, and database performance improvements.
    • Support database upgrades, patching, configuration management, and software installations.
    • Coordinate and support database backup, recovery, and disaster recovery activities.
    • Manage database imports, exports, migrations, and data transformation efforts.
    • Maintain database integrity, availability, and security in accordance with government requirements.
    • Implement and maintain database security controls, user account administration, role-based access controls, and auditing mechanisms.
    • Support interface development and integration activities involving Oracle databases and external systems.
  • Security & Compliance
    • Ensure compliance with cybersecurity requirements, security controls, and configuration management processes.
    • Support vulnerability remediation, security patching, and compliance activities.
    • Participate in system accreditation, audits, and Authority to Operate (ATO) support activities.
    • Assist with implementation of secure coding and database administration best practices.

Essential Job Qualifications:

  • Clearance:
    • Security Clearance or ability to obtain and maintain required government security credentials
  • Education and Certifications:
    • Bachelor's degree in Computer Science, Computer Information Systems, Information Technology, Software Engineering, Management Information Systems, or related technical discipline
    • Equivalent combination of education, technical certifications, and relevant experience may be considered
    • Security + certification or equivalent required
  • Experience:
    • 3+ years of software development experience with a focus on Oracle application development and RICE object development
    • Strong proficiency in Oracle PL/SQL, Forms, Reports, Workflow, Packages, Procedures, and Triggers
    • Experience designing, developing, testing, and implementing Reports, Interfaces, Conversions, and Extensions (RICE)
    • Strong understanding of Oracle relational database architecture and administration
    • Experience developing and maintaining logical and physical data models
    • Proficiency in SQL, PL/SQL, and database scripting
    • Experience with Oracle Database 12c, 19c, or newer versions
    • Experience supporting multiple software releases annually, including testing, deployment, and sustainment activities
    • Experience with database performance tuning, query optimization, indexing strategies, and execution plan analysis
    • Experience with database import/export processes, data migration, and change management activities
    • Knowledge of Oracle backup and recovery methodologies including RMAN and Oracle Data Guard.
    • Experience with Oracle Enterprise Manager (OEM) and database monitoring tools
    • Strong understanding of software versioning, configuration management, and release management processes
    • Knowledge of solutions integration methodologies and system interfaces
    • Experience implementing database security controls, user administration, and role-based access controls
    • Strong analytical, troubleshooting, and problem-solving skills
    • Excellent written, verbal, and interpersonal communication skills
  • Desired Skills / Qualifications
    • Experience supporting Department of Defense (DoD), Air Force, or federal government systems.
    • Experience supporting Oracle E-Business Suite (EBS) environments
    • Knowledge of Air Force logistics, supply chain, maintenance, or asset visibility systems
    • Experience with ETL processes, database replication, and enterprise data migrations
    • Familiarity with Agile, DevSecOps, or CI/CD methodologies
    • Experience supporting Authority to Operate (ATO) requirements and cybersecurity compliance initiatives
    • Oracle Certified Professional (OCP), Oracle DBA, or Oracle Developer certifications preferred
    • Experience supporting mission-critical production environments with high availability requirements
