Summary

HII-Mission Technologies is seeking an experienced and skilled Military Advisor- Civil Engineer to provide expert guidance and support to our military clients!

In this role, you will support small-scale security cooperation construction projects under Section 333 Authorities in the Indo-Pacific region. The Civil Engineer role focuses on planning, coordination, and oversight of partner-nation infrastructure projects in support of operational readiness, training, and capacity building. *Travel: This position requires episodic travel to OCONUS locations, often to remote and challenging environments. Expect deployments lasting several weeks to months at a time. Travel may include locations with limited infrastructure and security concerns.

What you will do
  • Provide civil engineering and construction support for small-scale Section 333 infrastructure projects
  • Assist with project planning, design review, and execution oversight in coordination with U.S. and host-nation stakeholders
  • Serve as a liaison with:
    • Host-nation military engineering organizations
    • Host Base Civil Engineers (BCE)
    • U.S. Army Corps of Engineers (USACE) and other implementing agencies
  • Participate in project design reviews, site surveys, and coordination meetings as the operational engineering representative
  • Monitor project schedules, budgets, and performance, and prepare status reports and briefings
  • Identify construction risks, constraints, and execution issues; develop mitigation strategies
  • Ensure construction activities align with operational requirements, partner-nation needs, and Section 333 program objectives
  • Support engineering capacity-building efforts with partner forces through coordination and advisory support
  • Ensure compliance with applicable DoD, host-nation, environmental, and safety regulations
  • Combination of field site visits and program coordination support
  • Engagement with U.S. Government personnel, contractors, and partner-nation counterparts
  • Additional duties as assigned or required 
What we are looking for
  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience
  • Construction engineering or infrastructure project management experience 
  • Experience supporting small-scale or expeditionary construction projects
  • Familiarity with U.S. Government construction processes (e.g., MILCON, USACE coordination, or similar)
  • Ability to work effectively in a multinational and cross-cultural environment
  • Strong coordination, communication, and reporting skills
  • Willingness to deploy up to 50% of the time as required by mission needs
  • Clearance: Must be able to obtain and maintain a Secret clearance
Bonus points for...
  • 5+ years of experience in construction engineering or infrastructure project management
  • Overseas experience supporting small-scale or expeditionary construction projects
  • Professional Engineer (PE) license or equivalent
  • Experience supporting security cooperation, capacity-building, or partner-nation projects
  • Prior work with military engineering units or international programs
  • Ability to work effectively in a fast-paced, dynamic environment
  • Clearance: Possess and maintain a Secret clearance
Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
