Raye IT Consulting is seeking a Senior MS Access Database Developer to serve as the lead technical resource responsible for the maintenance, development, and optimization of a federal client's Financial Management Tool (FMT).
Responsibilities:
• Lead development and ongoing maintenance of the MS Access front-end application, including forms for data entry and retrieval, queries for reporting and data updates, local reporting tables, and automation of recurring data processes
• Design and maintain the ODBC connectivity layer between the MS Access front end and the cloud-hosted MariaDB/MySQL backend, ensuring stable, performant communication between application tiers
• Develop and maintain queries, stored procedures, and data workflows that support budget formulation, spend approvals, funding allotments, vendor and contract management, inter- and intra-agency agreement tracking, and obligation of funds
• Perform bulk data loads and updates to maintain accurate financial data across multi-year budget cycles containing thousands of rows of plan data, contract records, agency agreements, and fund obligations
• Build, maintain, and refresh MS Excel-based reports using Pivot Tables connected via ODBC to MS Access front-end queries; ensure daily refresh of standard reports and develop new reports as requirements evolve
• Document all reporting processes, including data sources, query logic, refresh schedules, and output formats, to ensure continuity and auditability
• Manage version and environment control for the MS Access file, ensuring changes are tracked, tested, and deployed in a controlled manner across the user community
• Perform ongoing performance tuning, error resolution, and data integrity monitoring; respond to user-reported issues and proactively identify system anomalies
• Maintain role-based access management across the user base; ensure appropriate permissions are assigned, documented, and audited
• Store and distribute the MS Access file, Excel reports, and user documentation via a SharePoint site; maintain organized and accessible repositories for all tool-related materials
• Produce and maintain technical documentation for all forms, queries, tables, automation processes, and data management procedures
• Support requirements management by translating stakeholder needs into technical specifications and implementing changes in alignment with governance and budget timelines
• Conduct new technology research to identify opportunities to improve tool performance, scalability, or functionality within the federal IT environment
• Prior experience supporting the USDA FPAC Business Operations Branch (BOB) Financial Management Tool (BOB FMT) or equivalent federal agency financial management database system
• Familiarity with FPAC's multi-agency shared-cost IT budget model spanning FSA, NRCS, RMA, and FPAC-BC
• Experience integrating MS Access applications with AWS-hosted cloud databases using Oracle MySQL ODBC driver (v8.0.x or higher)
• Knowledge of USDA IT security and privacy policies, including FISMA compliance, NIST SP 800-53, and federal system Authority to Operate (ATO) requirements as they apply to database development
• Experience with the USDA AgMAX capital planning tool and data loading processes for CPIC reporting
• Familiarity with federal IT financial terminology including obligations, accruals, commitments, spend plans, Working Capital Fund (WCF), and inter-agency agreement (IAA) structures
• Section 508 / WCAG 2.0 compliance awareness for database-integrated application development
• CompTIA Security+, Microsoft Certified: Data Analyst Associate, or equivalent certification
Required Qualifications:
• 8+ years of hands-on MS Access development experience, including forms, queries, macros, VBA automation, and table architecture in an Office 365 (64-bit) environment
• Demonstrated expertise with MariaDB or MySQL, including database design, query optimization, stored procedures, and ODBC integration with MS Access front-end applications
• Strong SQL skills; experience writing complex queries for reporting, data validation, and bulk data operations across large, multi-year datasets
• Experience building and maintaining MS Excel reporting solutions using Pivot Tables with live ODBC connections to database back-ends
• Proven ability to manage the full development lifecycle of a database application - from requirements gathering and design through testing, deployment, documentation, and ongoing support
• Experience supporting federal IT financial data systems, including budget execution, obligations tracking, inter-agency agreement management, or similar financial workflows
• Strong written communication skills; ability to produce clear technical documentation and present findings to both technical and non-technical federal stakeholders
• Experience with SharePoint as a document repository and file distribution platform
• U.S. Citizenship required; ability to obtain and maintain a federal Public Trust clearance and HSPD-12 credentials
• Ability to complete mandatory federal training requirements, including annual Information Security Awareness Training (ISAT)
