Background
Over the past several years, Project HOPE (PH) has implemented successful programs across a wide range of public health domains, including Reproductive, Maternal, Newborn and Child Health (RMNCH), infectious diseases, non-communicable diseases (NCDs), health systems strengthening, health security, and humanitarian and emergency response. These programs have generated substantial volumes of high-quality primary data, complemented by access to strong secondary data sources at national, regional, and global levels.
While PH has strong technical and Monitoring, Evaluation, and Learning (MEL) capacity, there is a growing need to systematically translate program data and learning into policy-relevant products and peer-reviewed publications. This consultancy is intended to complement existing in-house capacity by providing dedicated technical writing and research support to country and global teams, strengthening PH's contribution to evidence-informed policy and practice.
Goal and Objectives
Overall Goal:
To strengthen Project HOPE's evidence generation and dissemination by producing high-quality policy briefs and peer-reviewed manuscripts that translate program data and learning into actionable insights for policy makers, practitioners, and global audiences.
Specific Objectives:
1. To support synthesizing and analyzing available primary and secondary data from ongoing and completed programs to generate clear, policy- and practice-relevant evidence.
2. To develop high-quality policy briefs, in close collaboration with country teams and the technical unit, that translate program data and learning into actionable recommendations for national and global policymakers.
3. To develop manuscripts for peer-reviewed journal publication that document Project HOPE's programmatic evidence, implementation experiences, and lessons learned, in alignment with academic and journal standards.
4. To support the strengthening of Project HOPE's internal processes for knowledge generation and research dissemination.
Description of Assignment
The consultant will work closely with PH country teams, and technical unit staff to identify priority topics and datasets for policy briefs and manuscripts. The consultant will lead the drafting, structuring, and technical editing of written products, ensuring they meet policy and academic standards.
Key responsibilities include:
  • Reviewing program documentation, datasets, and existing analyses.
  • Working with technical teams to refine research questions and key messages.
  • Drafting policy briefs (2-4 pages) targeted at decision-makers.
  • Developing manuscript drafts for peer-reviewed journals, following journal guidelines.
  • Supporting internal review processes and incorporating feedback from PH teams.
  • Assisting with journal submission processes where required.

Required qualifications include:
  • Advanced degree in public health, epidemiology, or related field.
  • Demonstrated experience writing policy briefs and peer-reviewed manuscripts.
  • Strong understanding of global health programs and applied research.
  • Ability to translate complex data into clear, compelling narratives.

Location of Assignment
This is a remote consultancy, with regular virtual engagement with PH's Technical unit staff and country teams. Occasional alignment with country time zones will be required.
Deliverables
1. A minimum of four (4) policy briefs developed in collaboration with country teams.
2. Draft manuscripts suitable for submission to peer-reviewed journals (number to be agreed).
3. A brief documentation of lessons learned and recommendations for strengthening PH's publication pipeline.
Dissemination and Use of Products
The outputs will be disseminated through multiple channels, including national policy dialogues, PH's website, conferences, and peer-reviewed journals. These products will inform policy, strengthen program design, enhance PH's global visibility, and contribute to evidence-based public health practices at country and global levels.
Duration of Consultancy
The consultancy is expected to be completed within a maximum period of three (3) months from the date of contract signing, with an estimated level of effort of up to 20 working days.
Position Requirements
The consultant should demonstrate the following
  • Advanced degree in Public Health, Epidemiology, Global Health, or related field.
  • Significant experience in technical writing, including policy briefs and peer-reviewed manuscripts in global health or humanitarian settings.
  • Strong ability to synthesize and translate complex program data into clear, policy-relevant and publication-ready outputs.
  • Demonstrated knowledge of global health programming (e.g., RMNCH, infectious diseases, NCDs, health systems, humanitarian response).
  • Experience working with research teams and supporting academic publishing processes, including journal submission.
  • Excellent analytical, writing, and editing skills with strong attention to detail.
  • Ability to work independently and remotely with cross-functional, multicultural teams under tight timelines.
  • Strong commitment to ethical standards, safeguarding, and organizational Code of Conduct principles.
