The Opportunity:
Tetra Tech is adding an experienced Project Manager - Energy & Permitting to support the siting, routing, and environmental permitting of utility-scale energy projects throughout Colorado, Wyoming, and the greater Rockies Region.
This is an exciting opportunity to join a dynamic, collaborative, and entrepreneurial consulting team supporting renewable energy, electric transmission, battery storage, and other infrastructure projects. The successful candidate will manage environmental permitting projects, coordinate multidisciplinary teams, and support project delivery while continuing to develop technical expertise and client relationships within Tetra Tech's growing Energy Practice.
This role is ideal for an experienced environmental consulting professional who enjoys managing projects, collaborating with technical specialists, and contributing to successful project outcomes in a fast-paced consulting environment.

Essential Job Functions:
Project Management & Execution
  • Serve as Project Manager for utility-scale energy, transmission, and infrastructure projects.
  • Manage siting, routing, environmental permitting, and project development activities from planning through project completion.
  • Coordinate multidisciplinary project teams to deliver projects on schedule, within budget, and in accordance with client expectations.
  • Prepare project work plans, schedules, budgets, and resource requirements.
  • Support the preparation of federal, state, and local environmental permit applications and technical reports.
  • Coordinate with clients, regulatory agencies, subcontractors, and internal project teams.
  • Ensure compliance with company quality standards and health and safety requirements.

Environmental Permitting
  • Support environmental permitting efforts for renewable energy, electric transmission, battery storage, and other infrastructure projects.
  • Prepare land use and resource permit applications for federal, state, and local agencies.
  • Conduct regulatory research and evaluate permitting requirements applicable to project development.
  • Support environmental planning, permitting strategy, and technical studies throughout project execution.

Business Development
  • Support business development by maintaining client relationships and identifying project opportunities.
  • Assist with preparing proposals, scopes of work, schedules, and cost estimates.
  • Participate in RFI, RFQ, and RFP responses.
  • Support client meetings and project interviews as needed.

Leadership
  • Mentor and support junior environmental planners and technical staff.
  • Collaborate with Senior Project Managers and technical leads to deliver high-quality projects.
  • Promote collaboration, quality, safety, and excellent client service across project teams.

Professional Standards
  • Conduct activities in accordance with company procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain technical expertise in GIS technologies and applications.
  • Work safely at all times and report health and safety concerns.
  • Perform additional duties as assigned.

Required Qualifications:
  • Bachelor's degree in Environmental Planning, Environmental Science, Engineering, Land Use Planning, Project Management, or a related discipline; or an equivalent combination of education and experience.
  • 5-8 years of environmental consulting experience supporting energy, utility, transmission, renewable energy, or infrastructure projects.
  • Experience managing environmental permitting and project development activities.
  • Experience with:
    • Siting and routing evaluations and/or critical issues analyses.
    • Environmental permitting and regulatory processes.
    • Technical studies and permit application preparation.
  • Demonstrated ability to manage multiple projects and priorities simultaneously.
  • Strong technical writing, organizational, and communication skills.
  • Demonstrated ability to develop and maintain positive client relationships.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:
  • Experience preparing or supporting:
    • Colorado 1041 permits.
    • Conditional Use Permits.
    • Special Use Permits.
    • Zone Change applications.
    • Site Plan Review applications.
    • Wyoming Industrial Siting Act permits.
  • Experience supporting multi-jurisdictional environmental permitting efforts involving federal, state, and local regulatory agencies, including:
    • Federal Energy Regulatory Commission (FERC)
    • U.S. Army Corps of Engineers (USACE)
    • U.S. Fish and Wildlife Service (USFWS)
    • Bureau of Land Management (BLM)
    • U.S. Forest Service (USFS)
    • Bureau of Indian Affairs (BIA)
    • State Public Utility/Public Service Commissions
    • State Natural Resource and Fish & Wildlife Agencies
    • County Planning Departments
  • Previous environmental consulting experience.
  • Familiarity with GIS and routing/siting software.
  • Proficiency with Microsoft Office applications.
  • Preference for candidates located in the Denver, Colorado area.

Work Environment/Travel:
  • This position supports projects throughout the Rockies Region and may be based remotely, in a hybrid arrangement, or from a Tetra Tech office depending on the selected candidate's location.
  • Travel may be required for fieldwork, agency meetings, client meetings, public outreach events, and project support.

Compensation:
Pay commensurate with experience.
Pay Range: $95,000-$150,000 annually
