Project Manager - Senior

Position / LCAT: Project Manager Level: Senior / Lead Lead Designation: Project Manager Location: Remote / Hybrid (Washington, DC metro preferred)

Role Summary

Leads end-to-end delivery of a federal public-facing website modernization and sustainment program, owning schedule, scope, risk, and quality from discovery and design through build, migration, testing, and controlled go-live, and into multi-year operations and sustainment. Serves as the primary client interface, drives delivery against fixed go-live dates, provides regular status reporting, and directs the technical staff and subcontractors required to deliver a secure, accessible, compliant, cloud-hosted enterprise web platform.

Responsibilities
  • Own the master schedule, critical path, staffing assumptions, and dependencies, and drive on-time delivery against fixed go-live dates
  • Serve as primary client and stakeholder interface and maintain a collaborative working relationship throughout the engagement
  • Deliver and maintain the project plan and a comprehensive project timeline
  • Produce weekly status reports covering accomplishments, upcoming work, risks and issues, and items requiring client decision
  • Lead the lifecycle: discovery, design and mockup approval, build, legacy content migration, user acceptance testing, and controlled production cutover with minimal downtime
  • Coordinate security accreditation activities (RMF/ATO) with client security personnel
  • Oversee Section 508, 21st Century IDEA, and WCAG accessibility compliance verification and remediation prior to go-live
  • Manage subcontractor and vendor performance, including cloud and web delivery partners and independent third-party test providers
  • Manage operations and sustainment, including defined operational service levels, high-availability uptime, security monitoring, administrator training, and documentation
  • Manage scope, risk, quality, and staffing and retention across the period of performance
Required Qualifications
  • Minimum 6 years of hands-on IT project management experience specifically overseeing website development projects. Hard requirement; general IT or PMO experience without direct website-development project leadership does not qualify
  • Demonstrated ability to plan and execute to a defined plan, managing schedule, scope, and risk on technically complex, deadline-driven efforts
  • Demonstrated strengths in strategic thinking, multitasking, conflict management, and time management
  • Strong oral and written communication skills, fluent in English (speak, read, write), with experience interacting with and briefing senior leaders
  • Demonstrated ability to lead technical delivery teams and subcontractors to defined milestones and quality standards
  • U.S. citizenship and ability to pass a federal background investigation (Public Trust / suitability)
Preferred Qualifications
  • Desired Experience: Prior federal government project experience
  • Desired Experience: Delivery experience in Microsoft Azure Government or another FedRAMP-authorized cloud environment
  • Desired Experience: WordPress or comparable enterprise CMS delivery; Section 508 / WCAG / 21st Century IDEA accessibility compliance
  • Desired Experience: RMF/ATO coordination (SSP, POA&M, working with an ISSO and Authorizing Official) and FIPS-199 Moderate systems
  • Desired Experience: Delivering firm-fixed-price, fixed-deadline web builds on schedule; managing subcontractors, vendors, and independent test providers
  • Desired Experience: AI/chatbot integration, legacy content migration, and enterprise identity integration (e.g., Microsoft Entra ID)
  • Desired Certification: PMP or equivalent project management certification
  • Desired Education: Bachelor's degree in computer science, information systems, IT management, or a related field from an accredited institution
