Incumbent typical work assignments may include the following:
- Analyzes and evaluates major aspects of substantive, mission-oriented OASW(LA) programs.
- Establishes and maintains close and effective liaison relationships with principal executives and officials of those bodies mentioned plus key staff members of various Congressional committees and subcommittees.
- Serves as a key legislative liaison to DoD and executives on issues impacting the offices within. This includes contacts throughout the Office of the Secretary of War, the Joint Staff, Secretariates of the Military Departments, Directors of Defense Agencies, and other Executive Agencies.
- Analyzes conflicting and divergent viewpoints in order to provide full and accurate background information along with options for courses of action.

QualificationsIn order to qualify for this position, you must meet the requirements described below.You may qualify at the GS-11 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Researching congressional activities to develop comprehensive presentations and briefings; 2) Preparing and responding to legislative written correspondence and inquires; and/or 3) Interpreting legislative processes and procedures.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related from an accredited college or university.
OR
Combined of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. The first 2 years of graduate study are not qualifying for the GS-11 level. (Note: You must attach a copy of your transcripts for verification).
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Providing input to the implementation of legislative priorities for federal government program activities; 2) Tracking and researching congressional activities to improve productivity of assigned program areas; and 3) Preparing and responding to congressional inquiries.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Conducting analysis and reviews pertinent to a wide range of rapidly changing congressional activities and initiatives; 2) Implementing procedures to improve productivity of assigned programs areas related to personnel and readiness support; and 3) Providing input to the development of legislative priorities for government program activities by communicating legislative strategies to senior leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
