As a IT PROJECT MANAGER at the GS-2210-13 some of your typical work assignments may include:
- Manages the full lifecycle of IT projects, contributing to the planning, engineering, integration, and implementation of new technology solutions in line with organizational goals.
- Contributes to IT governance and resource management by monitoring project budgets, providing data for technology investment justifications, and ensuring the cost-effective use of resources.
- Works with stakeholders to define project scopes and translate operational needs into detailed technical requirements.
- Serves as a certified Contracting Officer's Representative (COR) managing the full acquisition lifecycle, from developing pre-award documentation to performing post-award contract administration, while providing direction to contractors, validating deliverables, and ensuring all activities comply with federal acquisition regulations.
- As a Contracting Officer's Representative (COR), performs oversight of IT contracts, ensuring contractor work aligns with government objectives and validating that deliverables meet specified requirements.
- Assists with the development and maintaining of comprehensive project plans, tracks progress against milestones, and implements risk mitigation strategies to keep projects on schedule and within budget.
- Serves as point of contact between government requirement officers, project teams, vendors, and management, ensuring clear communication and alignment to achieve project objectives.

- This position is in-person at Ft. Belvoir, VA. This may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines. This position is not eligible for remote telework.
- Must be able to obtain and maintain a TOP SECRET w/SCI security clearance.
- Must consent to and pass pre-employment drug testing and be subject to periodic drug testing thereafter.
- Overtime/compensatory time may be required to accommodate operational needs of the organization.
- Travel in the performance of temporary assignments is required.
- This is an Acquisition Workforce position in Program Management Functional Area, Practitioner tier. The must become certified in the Practitioner tier within 5 years, and required to complete 40 continuous learning points (CLPs) annually.
- Upon entering this position, you must maintain 8140 compliance by qualifying foundationally within 9 months, and residentially within 12 months, as referenced in DoDM 8140.03.
QualificationsYou may qualify at the GS13 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
- Managing the full acquisition lifecycle of systems, overseeing high value program budgets, and leading cross-functional project teams to deliver milestones on schedule
- Managing the full lifecycle of complex Information Technology (IT) systems or software acquisition programs, to include overseeing cost, schedule, and performance milestones
- Drafting technical acquisition requirements (such as Performance Work Statements or Statements of Objectives) and evaluating vendor execution against Service Level Agreements (SLAs)
- Leading cross-functional Integrated Product Teams (IPTs) and providing strategic program briefings to senior leadership or governance boards to influence acquisition decisions
- Executing risk management frameworks to identify and mitigate IT program vulnerabilities (cost, schedule, or technical); and managing program budgets or funding execution.

- Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
