Summary:
The HSE Manager - Construction & Commissioning (North America) is responsible for the development, implementation, and oversight of Health, Safety, and Environmental (HSE) programs across all field operations, including construction, installation, commissioning, and outage (OTO) activities.
This role ensures compliance with federal, state, provincial, and client-specific regulatory requirements, while driving proactive risk management and fostering a strong safety culture across all project sites. The position serves as a key liaison between field teams, project management, corporate HSE, and clients, ensuring alignment with Voith Hydro's HSE Management System and environmental compliance obligations.
This role will collaborate with HSE Manager VHM for management of Canadian Operations.
Responsibilities:
HSE Program Leadership (Field / Construction)
  • Develop and implement site-specific HSE plans including:
    • Risk Assessments & Job Safety Analyses (JSAs)
    • Site Safety Management Plans (SSMPs)
    • Emergency Response & Rescue Plans
    • Environmental Protection Plans
  • Ensure consistent application of Voith HSE Management System across all project phases:
    • Pre-mobilization
    • Mobilization
    • Execution / commissioning
    • Demobilization

Regulatory Compliance & Environmental Oversight
  • Ensure compliance with:
    • OSHA (U.S.), provincial (Canadian), state and local regulations
    • Environmental regulations (EPA, local authorities, and client requirements)
  • Oversee environmental planning and compliance at project sites, including:
    • Spill prevention and response
    • Waste handling and disposal
    • Environmental impact mitigation
  • Support preparation and submission of regulatory documentation and environmental plans required for project execution.

Site Risk Management & Execution
  • Conduct site audits, inspections, and hazard assessments based on:
    • Project scope
    • Duration
    • Risk profile
  • Support high-risk construction activities, including:

Training, Coaching & Culture Development

  • Mentor site leadership and supervisors to strengthen ownership of HSE responsibilities.
  • Promote behavior-based safety / risk tolerance, hazard recognition and Stop-Work Authority across all sites.

Stakeholder & Project Integration
  • Act as a liaison between:
    • Project Managers
    • Site Managers / Supervisors
    • Contractors
    • Clients and regulatory agencies
  • Support development of customer-required HSE deliverables and ensure alignment with contract requirements.

Resource Planning & Field Support
  • Assess and plan for adequate HSE staffing levels based on project needs.
  • Assist with cost estimates and forecast resource requirements for HSE support during OTC and OTO and major projects.

Requirements:
Education & Certifications
  • Bachelor's degree in Occupational Safety, Environmental Science, Engineering, or related field. Five (5) years' additional experience directly related to HSE Management in construction, heavy industrial, energy sector or commissioning and outage may meet this requirement.
  • Professional certifications preferred:
    • CSP (Certified Safety Professional)
    • CHST / ASP or equivalent

Experience
  • Minimum 7-10 years of HSE experience in:
    • Construction
    • Heavy industrial or energy sectors
    • Commissioning / outage environments
  • Demonstrated experience managing multi-site or large-scale projects

Technical Knowledge
  • Strong understanding of:
    • OSHA and construction safety standards
    • Site-specific safety planning (SSMP, JSA, etc.)
    • Environmental compliance requirements (waste management, spill prevention, reporting)
  • Familiarity with:
    • Client-driven HSE requirements (e.g. USACE, major utilities)
    • Industrial hygiene and exposure control programs

Leadership & Competencies
  • Proven ability to lead HSE programs in dynamic field environments
  • Strong communication and stakeholder management skills across all organizational levels
  • Ability to influence safety culture and drive accountability under high-pressure project conditions
  • Strong analytical and problem-solving capabilities
