Job description

Summary
This is a 1-year non-reimbursable assignment. The only compensation for this assignment is the federal salary you are already receiving.
Homeland Security Investigations (HSI)
Criminal Analyst (Investigative Analyst)
Series Requested: 1805 or 0132
Security Clearance: Top Secret
Virtual/Remote: No
Only current, full-time federal employees are eligible.

Duties
Help
  • Research, study and analyze criminal networks, illicit markets, and activities most hazarding to the national security of the homeland.
  • Develop all-source criminal network analysis or practical models of criminal networks to identify network vulnerabilities and weaknesses.
  • Identify patterns and characteristic behaviors of criminal profiles, functions, hierarchy, modus operandi, geographic distribution, command and control, and frequency and resilience of ties.
  • Evaluate the validity, accuracy, reliability, credibility and urgency of all information.
  • Provide accurate, thorough, timely, and usable intelligence analysis while demonstrating use of sound analytical tradecraft, proper data sets, and methodologies.
  • Develop usable leads and fuse information about criminal networks, associates, key attributes, transportation nodes, and illicit pathways from a variety of sources.
  • Advance inter- and intra-agency coordination and collaboration to collect and/or share information of intelligence value to fill information gaps.
  • Assess and summarize case information to provide output and feedback to internal and external stakeholder as directed in support of operational planning and priorities.
  • Conduct briefings on case support and produce products, threat assessments, intelligence reports, and weekly case updates.

  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications
Qualifications required:
  1. Applicants are required to have 2 years minimum solid working experience or expertise analyzing criminal networks or supporting criminal investigations and have a comprehensive understanding of intelligence analysis and targeting.
  2. Applicants must have the ability to work in fast-paced environment, apply analytical techniques and critical thinking skills, have excellent oral and written communications, and willingness to learn and navigate multiple system applications.
  3. Applicants must have the ability to work independently and with team(s) of other criminal analysts or criminal investigators to collect information, conduct analysis, and develop usable leads in support of law enforcement operations.

EDUCATIONAL SUBSTITUTION: There is no educational substitution for this position.

**DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.
If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.
Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
