About the Role

ICF is seeking a Business Development Analyst to support our Environment, Energy & Infrastructure business as part of ICF's Public Sector growth team. This entry-level role is designed for motivated early-career professionals eager to learn the full lifecycle of federal, state, and local government business development from market research and opportunity identification through capture support and proposal coordination.

You will work alongside experienced sellers, capture managers, and experts, gaining broad exposure to environment, energy, and infrastructure programs supporting federal, state, and local government clients while building foundational skills in government contracting and strategic growth. You will build cross-functional relationships, sharpen analytical and communication skills, and help ICF grow and win in new markets, develop a deep understanding of how government contracting works while contributing to impactful public sector programs in environment, energy, and infrastructure.

What You'll Do

Capture & Pipeline Support

  • Support Capture Managers in executing capture plans for recompetes and new opportunities.

  • Help maintain dashboards, pipeline trackers, and progress reports to monitor deal status and qualification activities across the business unit.

  • Assist with preparation of deal qualification review materials and briefing support.

  • Coordinate early-stage lead identification activities, including research support and customer call plan logistics.

Research & Analysis

  • Conduct market and competitor research; synthesize results into clear, accessible summaries for senior staff.

  • Support early lead qualification with background research on customers, incumbents, and market trends.

  • Coordinate with ICF's market research and growth business operations teams to gather and organize intelligence.

Artificial Intelligence (AI)

  • Use AI tools to accelerate research, draft content, and summarize large volumes of information in support of capture and proposal activities.

  • Assist in identifying and applying AI-assisted workflows to improve the efficiency of pipeline tracking, competitor analysis, and reporting.

  • Stay current on emerging AI tools relevant to business development and share best practices with the team.

Coordination & Administration

  • Coordinate meetings - manage calendars, provide technical support, take notes, and track action items.

  • Organize project files and information on MS Teams and SharePoint.

  • Set up virtual whiteboards for team brainstorming sessions.

  • Prepare reports, presentations, and graphics to support business development activities.

  • Respond promptly to internal requests for information and complete other administrative or data-related tasks as assigned.

What You'll Need
  • Bachelor's degree in environmental science, engineering, energy policy, public administration, business, communications, or a related field.

  • 1+ years of professional experience; internship, volunteer, or academic project experience is welcome.

  • 1+ years of professional experience must include the following:

    • Advanced understanding of research methods

    • Familiarity with Artificial Intelligence (AI) tools such as ChatGPT, Microsoft Copilot, Claude or similar, and willingness to apply them in a professional setting.

    • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and comfort learning new tools.

Nice to Have
  • Exposure to federal, state, or local government contracting environments (e.g., internship, coursework, or prior role).

  • Familiarity with business development or proposal processes (e.g., Shipley methodology).

  • Experience with tools such as GovWin, Deltek, or Salesforce
