Position Summary

Lincoln Electric is seeking a Senior Global Technical Program Manager (TPM) to lead large, complex, enterprise-wide technology programs, with primary responsibility for the PostQuantum Cryptography (PQC) Readiness Program. This is a strategic, multiyear, global initiative designed to protect long-lived data, prepare emerging regulatory requirements, and ensure cryptographic resilience across Lincoln Electric's IT and product environments.

As advances in quantum computing threaten existing cryptographic standards, this role will drive coordinated transformation across enterprise applications (on Prem and SaaS), infrastructure, cloud platforms, identity systems, networks, product development, and third-party vendors. The Senior Global TPM will operate at the intersection of cybersecurity, enterprise IT, infrastructure, cloud, and application engineering, providing integrated leadership across multiple workstreams and regions.

This role requires strong program and project management discipline, deep understanding of enterprise IT environments, and the ability to influence outcomes across highly matrixed global teams, including Product Development and Engineering.

This position is remote, however we are seeking an ideal candidate in the Eastern or Central time zones.

Key Responsibilities

Global Program Leadership

  • Lead the end-to-end delivery of large, multiyear global programs composed of multiple workstreams and subprojects.
  • Define and maintain the program's vision, roadmap, phases, milestones, success metrics, and value realization.
  • Own overall program scope, schedule, budget, resourcing, risks, dependencies, and change management.
  • Apply Waterfall, Agile, or hybrid delivery models based on workstream needs.
  • Ensure alignment with Lincoln Electric's enterprise IT strategy, cybersecurity risk posture, and business objectives.

PostQuantum Cryptography (PQC) Leadership

  • Serve as the overall program lead for Lincoln Electric's enterprise PQC readiness and transition.
  • Coordinate the inventory, assessment, and prioritization of cryptographic assets across the environment, including:
    • Encryption algorithms and cryptographic libraries
    • Certificates, keys, PKI, and key management systems
    • TLS/SSL, SSH, VPNs, APIs, and secure communications
    • HSMs and cryptographic infrastructure
  • Partner with Cybersecurity, Infrastructure, Network, Cloud, Application Security, PKI/IAM, GRC, and Product teams to align with NIST approved, quantum safe standards.
  • Establish governance models and operating processes to enable long-term cryptographic agility.
  • Assess vendor, platform, and product readiness for PQC and influence roadmap alignment.
  • Monitor regulatory, compliance, and industry developments related to cryptography and quantum risk.
Key Responsibilities (Continued)

Workstream & Delivery Coordination

  • Orchestrate multiple global workstreams such as:
    • Awareness and education
    • Environment hardening and tooling
    • Cryptographic inventory and risk assessment
    • Enterprise architecture and standards
    • Testing, pilots, and phased migration
    • Governance, compliance, and continuous monitoring
  • Oversee and support workstream leads and project managers executing individual initiatives.
  • Manage complex interdependencies across applications, infrastructure, products, vendors, and regions.

Enterprise IT & Product Collaboration

  • Work closely with teams across enterprise applications (on Prem and SaaS), infrastructure, cloud, operations, and security.
  • Maintain a strong working understanding of system architectures, deployment models, and integration points.
  • Partner with Product Development and Engineering teams to ensure PQC considerations are embedded in long-lived systems and products.
  • Ensure program outcomes meet enterprise standards for security, scalability, reliability, and operational readiness.
Key Responsibilities (Continued)

Governance, Stakeholder & Executive Engagement

  • Establish and run formal program governance, including executive sponsorship, steering committees, and working groups.
  • Serve as the primary point of contact for program status, risks, issues, and escalations.
  • Deliver executive level dashboards, status reports, and presentations.
  • Translate complex technical and cybersecurity topics into clear business focused insights.
  • Facilitate enterprise decision-making and resolve cross-team conflicts.
  • Ensure compliance and standardization in accordance with Enterprise Digital PMO at Lincoln.

Financial, Risk & Change Management

  • Own overall program financial management, including budgets, forecasts, and long-term funding plans.
  • Proactively identify and manage program level risks, assumptions, and constraints, including vendor readiness, resource availability, and technology maturity.
  • Lead organizational change of readiness, communications, and training coordination across impacted teams.

Continuous Improvement & Transition

  • Oversee major milestones, cutovers, and transitions to steady state operations.
  • Lead postimplementation reviews and audits, ensuring lessons learned are incorporated.
  • Contribute to the continuous improvement of Lincoln Electric's PMO and program delivery practices.
Qualifications

Required

  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Business, or equivalent experience.
  • 12-15+ years of experience in Technical Program Management or Enterprise IT Program Leadership.
  • Proven success delivering large, cross functional, enterprise scale programs.
  • Strong familiarity with:
    • Cryptography fundamentals (PKI, TLS/SSL, SSH, encryption concepts)
    • Enterprise applications (on Prem and SaaS)
    • Infrastructure, network, and cloud platforms
    • SDLC and Agile delivery practices
  • Excellent communication, organizational, and stakeholder management skills.
  • Experience operating in global, matrixed organizations.

Preferred

  • Experience with PostQuantum Cryptography and awareness of NIST PQC standards.
  • Knowledge of cryptographic agility and long-term key management strategies.
  • Familiarity with HSMs, KMS, and cryptographic libraries.
  • Cloud experience (AWS, Azure, GCP).
  • Experience in regulated or security sensitive environments.
  • Certifications such as PMP, PgMP, SAFe, Scrum, CISSP, or CISM.
