Job description

Job Title: EKY Remote Specialist
Organization: Shaping Our Appalachian Region (SOAR)
Project: EKY Remote
Position Type: Full-Time, Exempt

Reports To: EKY Runway Manager
The EKY Remote Program Specialist supports the day-to-day implementation and growth of the EKY Remote Program. This role works closely with the EKY Remote Manager to execute recruitment strategies, manage applicant engagement, coordinate program logistics, and support community integration efforts for incoming participants.
While the EKY Remote Manager leads high-level stakeholder engagement and strategic partnerships, the Program Specialist plays a supporting role in maintaining those relationships through coordination, communication, and follow-through. This position is highly collaborative and operational, ensuring that program systems, applicant experiences, and internal processes run smoothly and efficiently.
This is an in-office position reporting to one of SOAR's main or satellite offices within the region. Significant travel throughout Eastern Kentucky is required.
Key Responsibilities
Program Implementation + Operations:
  • Execute EKY Remote recruitment and attraction strategies
  • Play an integral support role in applicant communications from initial inquiry through relocation, under the leadership of the EKY Remote Manager
  • Review applications and verify eligibility documentation
  • Maintain accurate records within CRM and database systems
  • Track program metrics and contribute to reporting and data collection efforts
  • Coordinate relocation incentive processing and onboarding logistics
  • Plan and support execution of program-related events and site visits

Applicant + Participant Engagement:
  • Serve as point of contact for prospective applicants and selected EKY Remote movers
  • Conduct informational calls and respond promptly to program inquiries
  • Guide applicants through the selection and onboarding process, ensuring a smooth and supportive experience
  • Assist in coordinating relocation timelines and connecting movers with local resources
  • Support ongoing mover communication efforts, including check-ins, updates, and engagement initiatives
  • Cultivate a positive mover experience that encourages long-term retention and community integration

Community + Stakeholder Support:
  • Support the EKY Remote Manager in maintaining relationships with community partners
  • Coordinate communications and follow-ups with local leaders, chambers, and partners
  • Assist in organizing community introductions and welcome experiences for new movers
  • Provide logistical support for partnership meetings and presentations
  • Present the EKY Remote project to selected stakeholders when needed

Marketing + Outreach Support:
  • Work alongside the Marketing and Communications team on digital outreach campaigns and social media engagement
  • Support content gathering, testimonials, and storytelling efforts
  • Coordinate with SOAR Marketing and Communications team to promote program milestones

Expectations + Qualifications:
  • A bachelor's degree in business administration, marketing, communications, economic development, or a related field (or equivalent professional experience) is preferred
  • 1-3 years of experience in recruitment, talent acquisition, community engagement, or economic development
  • Strong interpersonal and communication skills, including public speaking and relationship-building with diverse audiences
  • Strong organizational and time management skills
  • Excellent written and verbal communication skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Proficiency in CRM tools, digital marketing platforms, and data tracking for reporting purposes
  • Passion for community development, economic empowerment, and regional growth
  • Must reside in one of the 54 ARC-mandated counties in Eastern Kentucky and be willing to travel frequently
  • Regular and reliable attendance required
  • Ability to function well in a high-paced and at times stressful environment
  • Must be able to handle prolonged periods of sitting at a desk or standing at an event
  • Must be able to lift up to 15 pounds at a time when necessary
