We are seeking a versatile, tech-savvy Proposal & Quality Systems Specialist to serve as a dual-threat professional within our growing organization. This hybrid role is designed for a strategic thinker who can effectively contribute to the development of winning government proposals and lead the maintenance of a robust Quality Management System (QMS).


As part of the Proposals Team, you will be responsible for the end-to-end proposal lifecycle, turning complex requirements into compelling narratives, while ensuring our internal processes meet rigorous safety, regulatory, and ISO-level standards. The ideal candidate isn't just a "process follower" but a "process architect" who leverages AI and modern tooling to automate workflows and drive efficiency. While the position is primarily remote, candidates must reside within the DC, Maryland, or Virginia area to be able to commute to the office as needed.


What You'll Do:

Proposal Specialist & Content Development (Approx. 70%)

  • Drive Proposal Success: Support the full lifecycle of federal proposals, from initial opportunity tracking to final submission.
  • Write & Strategize: Craft persuasive technical and strategic proposal content, translating complex solutions into clear, compelling, and compliant narratives.
  • Coordinate & Collaborate: Act as the central point of contact for data calls, manage interactions with both Prime and Sub partners, and coordinate content from Subject Matter Experts and corporate teams.
  • Ensure Quality: Provide writing guidance, perform meticulous copy editing, and lead review cycles to ensure every submission is flawless and compliant.
  • Innovate & Grow: Contribute to the evolution of our proposal processes, including the use of AI, and build your expertise to independently manage key task order responses.
  • AI Integration: Implement and manage AI-driven tools (e.g., automated shredding, draft generation, or past performance libraries) to accelerate the proposal lifecycle.


Quality Management & Compliance (Approx. 30%)

  • Framework Governance: Maintain and update the Quality Management System (QMS) to ensure ongoing alignment with ISO, CMMI, and CMMC requirements
  • Audit Readiness: Lead internal audits, manage findings, and identify non-conformities; manage the remediation process to ensure we are certification ready.
  • Policy Management: Review and reconcile overlapping corporate policies to ensure a single, streamlined source of truth for operations.


QUALIFICATIONS

Minimum Requirements:

  • A Bachelor's degree is preferred. In lieu of a degree, an additional 4 years of relevant experience will be considered
  • 2+ years of Proposal Coordination or Specialist experience, preferably with Federal/Department of Defense (DoD) Requests for Proposal (RFPs)
  • Experience in Government Contracting (GovCon) with a proven track record in both proposal development and quality assurance
  • Demonstrated experience using generative AI and prompt engineering to streamline writing, data analysis, or process mapping
  • Exceptional ability to translate complex technical concepts and processes into clear, concise, and compelling language
  • Proven ability to work effectively within tight, unforgiving deadlines and manage multiple, simultaneous projects


Preferred Skills:

  • Experience navigating ISO, CMMC and CMMI frameworks with demonstrated ability to document processes, manage audit artifacts
  • Knowledge of or experience with writing about Cloud Infrastructure, DevSecOps practices, and/or Software Development practices
  • Security Clearance: Active TS clearance or the ability to obtain one
  • APMP (Proposal Management), ISO Lead Auditor, or PMP

Target Salary Range: $80,000 - $110,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
