Scope of Work:
Capio Group is looking for an experienced Lead IT Governance Analyst to provide IT Governance Support Services that are essential for improving the effectiveness of IT governance and achieving an efficient approach that supports the client's mission. This will create a flexible IT governance program that aligns with industry best practices, promotes collaboration, and simplifies decision-making processes. The contractor will develop standardized procedures for adaptive IT governance, ensuring consistent practices across ETS. Additionally, the contractor will develop an approach, roadmap, and connections for IT governance processes with the enterprise, Medicaid Information Technology Architecture (MITA), project, and data governance groups. This includes creating the necessary procedures and resources to achieve the desired future state of IT governance. This initiative is crucial for strengthening the effectiveness of IT governance. The Lead IT Governance Analyst will serve as the primary contact for the team and implement procedures to support IT governance. Develop and align the IT governance framework with ETS goals and compliance requirements. Lead training and community-building activities.
The Lead IT Governance Analyst will provide services tailored to support various project and initiative objectives, which may include, but are not limited to, the following:
A. Adaptive IT Governance
  • Create and maintain an IT Governance roadmap that outlines maturity targets, planned efforts, and key milestones.
  • Regularly assess IT Governance maturity using a five-level model, conducting interviews, mapping processes, scoring against the model, and integrating findings into quarterly Program Increment (PI) planning.
  • Develop and implement an adaptive IT Governance model that aligns with agile delivery.
  • Integrate IT Governance checkpoints and reviews into Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and release approvals.
  • Assign IT Governance analysts to Agile teams to review epics and stories, coach on IT standards, and apply governance checkpoints during work.
  • Pilot new IT Governance processes with development and maintenance teams, gather feedback, measure cycle-time improvements, and refine as necessary.
  • Develop process integration with other forms of client governance, such as enterprise, Medicaid Information Technology Architecture (MITA), data, and project governance.
B. IT Financial Controls
  • Establish standard practices and timelines for IT budgeting, forecasting, and fiscal planning that align with the enterprise budget cycle.
  • Establish policies and standards for budgeting and cost approval based on project size and risk.
  • Maintain a Total Cost of Ownership (TCO) model that covers acquisition, operations, support, and retirement costs.
  • Integrate financial checkpoints into the IT Governance model.
  • Establish protocols for financial data integration between IT systems (e.g. project portfolio management).
  • Generate reports comparing planned vs. actual spending, highlighting variances, and providing TCO insights.
C. IT Standards Development
  • Review current IT standards (such as architecture, coding, CI/CD) against industry best practices and relevant federal and state regulations.
  • Collaborate with IT Standards owners and custodians to develop and communicate IT
    standards.
  • Facilitate workgroups to adopt and implement updated IT standards.
  • Review exception and waiver requests, assess risks, document decisions, and update the
    IT Standards library.
  • Implement governance and standards processes on client-approved platforms like
    Atlassian and Ardoq to enhance automation.
D. Training and Community Building
  • Introduce new IT Governance and Financial Controls practices within ETS.
  • Create training materials and recorded sessions on IT Governance for ETS product and
    delivery teams.
  • Organize workshops for stakeholders to share updates, insights, and best practices.
  • Develop online resources for peer questions, template sharing, and feedback.

Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of eight (8) years of experience aligning IT systems with organizational business processes.
  2. Within the last ten (10) years, at least five (5) years of aligning IT systems with organizational business processes experience must have been in a lead capacity.
  3. Must possess a bachelor's degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  4. Within the last ten (10) years, must have seven (7) years of FTE experience developing, planning, and supporting an IT governance framework.
  5. Within the last ten (10) years, at least five (5) years of that experience must have been in supporting executive-level decision-making.
  6. Possess a bachelor's degree in an IT-related, project management, leadership, communications, or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  7. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Within the last ten (10) years, at least two (2) years of experience applying IT governance frameworks (e.g., COBIT, ITIL, TOGAF). Desirable Qualification scores may be awarded for additional years of experience up to ten (10) years.
  2. Possession of a valid Certified in the Governance of Enterprise IT (CGEIT) certification. A copy of the certification must be provided upon request.
  3. Possession of a valid Certified Scrum Product Owner (CSPO) certification. A copy of the certification must be provided upon request.
  4. Possession of a valid SAFe Agilist (SA) certification. A copy of the certification must be provided upon request.
  5. Within the last ten (10) years, at least two (2) years of experience creating and maintaining roadmaps in support of IT governance maturity. Desirable Qualification scores may be awarded for additional years of experience up to ten (10) years.
  6. Within the last ten (10) years, at least two (2) years of experience integrating IT governance with other forms of organizational governance, such as enterprise, data, project, or Medicaid Information Technology Architecture (MITA). Desirable Qualification scores may be awarded for additional years of experience up to ten (10) years.
  7. Within the last ten (10) years, at least two (2) years of experience integrating IT governance checkpoints and reviews into Agile ceremonies. Desirable Qualification scores may be awarded for additional years of experience up to ten (10) years.
