Location: Remote, U.S. Based; must be willing and able to work onsite in Washington State as required
Schedule: Part-Time, approximately 20 hours/week
Compensation: $90-$120/hour, depending on experience and relevant certifications
Position Overview
REV is seeking an experienced Data Governance Lead to establish and operationalize enterprise data governance practices for a large-scale technology modernization initiative.
The consultant will establish governance frameworks, stewardship models, data quality standards, metadata practices, decision-making structures, and compliance processes while ensuring data is treated as a trusted enterprise asset.
Responsibilities
  • Define and operationalize an enterprise Data Governance Framework.
  • Establish data stewardship models, governance committees, decision rights, and escalation processes.
  • Define standards for data naming, metadata, classification, quality, ownership, and appropriate data use.
  • Establish clear accountability for major enterprise data domains.
  • Ensure governance practices align with applicable regulatory, privacy, security, and enterprise requirements.
  • Collaborate with cybersecurity teams to embed privacy, access controls, and risk mitigation into governance practices.
  • Define data quality rules, scorecards, measurements, and improvement workflows.
  • Establish metadata management and data lineage practices.
  • Support development and maintenance of enterprise metadata repositories.
  • Facilitate communication among technical teams, business stakeholders, vendors, and leadership.
  • Support audit preparation, reporting, compliance activities, and oversight communications.
  • Establish governance documentation and lifecycle-management standards.
  • Lead data governance training, education, and mentorship.
  • Support Master Data Management, survivorship rules, harmonization logic, and authoritative sources of truth.
  • Identify data governance gaps, risks, ownership issues, and quality concerns.
  • Participate in architecture and data design reviews.
  • Provide recommendations to leadership regarding data policies, standards, governance maturity, and risk.
  • Support development of data-related KPIs and performance measures.
  • Required Qualifications
  • Bachelor's degree is required.
  • Bachelor's degree must include at least 12 semester hours or 18 quarter hours of computer science coursework.
  • Candidate must be able to provide documentation verifying the degree and specific computer science coursework completed if requested.
  • 7+ years of professional IT experience involving IT analysis, data analysis, data management, system maintenance, troubleshooting, or enterprise data environments.
  • 5+ years of hands-on Data Governance, Data Management, Data Architecture, or comparable data leadership experience.
  • Demonstrated experience establishing or operationalizing enterprise data governance frameworks.
  • Experience with data stewardship, ownership, custodianship, accountability, and governance decision-making.
  • Strong experience with metadata management, data lineage, data quality, and data standards.
  • Experience with Master Data Management and reference data concepts.
  • Experience with data integration, migration, profiling, mapping, cleansing, transformation, validation, and reconciliation.
  • Experience with SQL, NoSQL, and cloud data technologies.
  • Understanding of APIs, ETL/ELT, messaging, event-driven pipelines, and service-oriented architectures.
  • Experience with Azure, AWS, and/or GCP.
  • Understanding of privacy regulations, security controls, data classification, access controls, encryption, and Zero Trust principles.
  • Strong understanding of the full data lifecycle, including ingestion, storage, transformation, consumption, archival, retention, and destruction.
  • Excellent communication and stakeholder-management skills.
  • Demonstrated ability to communicate complex data governance concepts to executive, business, and technical audiences.
  • Must be comfortable working as an individual 1099 Independent Contractor.
  • Must be willing and able to work onsite in Washington State as required.
  • Must be able to complete required background screening, security training, confidentiality requirements, and system-access requirements.
Preferred Certifications:
One or two relevant current certifications are preferred and may be considered when determining compensation within the posted range:
  • Certified Data Management Professional (CDMP)
  • Microsoft Certified: Azure Data Engineer Associate
  • Snowflake certification
  • Google Cloud Professional Data Engineer
  • Other current data governance or data management certifications may be considered.
  • Preferred Experience
  • Enterprise-wide data governance implementations.
  • Public-sector or regulated environments.
  • Enterprise Master Data Management programs.
  • Metadata and data quality tooling.
  • Large-scale modernization programs.
  • Establishing data stewardship organizations.
  • Developing enterprise data policies and standards.
  • Working with sensitive or regulated data.
Engagement Requirements
This is a part-time, approximately 20-hour-per-week 1099 Independent Contractor engagement.
The engagement is primarily remote; however, the consultant must be willing and able to report onsite in Washington State when required by the client/program.
