Job description

Summary
The CHIPS Program Office at the National Institute of Standards and Technology, is seeking a Senior Risk Officer to join the senior leadership of its Risk Team and help execute the overall risk management strategy for the CHIPS Incentives Program. The Senior Risk Officer provides strategic leadership for risk management activities across CPO, including enterprise, financial, operational, regulatory, reputational, and transaction-level risks associated with the CHIPS incentives portfolio.

Duties
Help
  • Serving as a principal advisor to CHIPS leadership on risk governance, transaction risk assessments, risk analytics, and organizational risk management
  • Collaborating with investment, legal, financial, and program teams to evaluate and manage risk
  • Advising the CHIPS leadership team on emerging risks, risk exposures, and mitigation strategies to support informed investment decisions and achievement of mission priorities
  • Leading the Risk Management Office, a team of risk and compliance analysts dedicated to identifying, assessing, reporting, and monitoring risk at CPO
  • Overseeing a comprehensive enterprise risk management framework and strategy that aligns with CPO implementation goals and objectives
  • Overseeing the identification, assessment, and management of enterprise-wide risks, including financial, operational, regulatory, and reputational risks
  • Leading CHIPS compliance efforts which includes managing the internal controls program
  • Managing communication with CHIPS oversight entities including OIG, GAO, and Congress
  • Collaborating with business units and CPO senior leadership to integrate risk management into the CPO's decision-making process and ensure risks are effectively managed
  • Providing regular briefings to both CPO and Department Leadership to ensure effective risk oversight

Qualifications
Extensive experience in enterprise risk management, investment risk, credit risk, portfolio management, compliance, financial analysis, transaction structuring, corporate finance, investment banking, private equity, consulting, or related fields

    • This position will be in the excepted service as a non-competitive appointment under the CHIPS Act authority.
    • This position is covered under the APMS pay scale.
    • This position does not confer non-competitive conversion to the competitive service.
    • Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.
    • A trial period may be required.
    • This position requires the passing of a drug test
    • This position requires the filing of an OGE-450 Confidential Financial Disclosure Report or OGE-278 Public Financial Disclosure Report within 30 days of onboarding and annually thereafter
