Description & Requirements
Maximus is currently seeking a Director, Solutions Enablement. The Director, Solution Enablement leads early-stage discovery, Business Architecture, and readiness across Engineering Services and Delivery. This role ensures initiatives are well-defined, accurately scoped, and collaboratively estimated by partnering with Architecture, Engineering, Quality Engineering, PMO, and Business Operations. The Director creates a strong foundation for predictable delivery outcomes by aligning business strategy, cost, and timelines before execution begins.
This role establishes a strong foundation for accurate scope, cost, and delivery timelines through close collaboration with Solution Architecture, Software Engineering, Quality Engineering, PMO, and Business Operations teams. Because of contract obligations, this position requires candidates to be a U.S. Citizen or Green Crad holder.
This is a remote position.
Essential Duties and Responsibilities:
- Act as the entry point for new ESD initiatives, partnering with key stakeholders to clarify objectives, assess feasibility, and identify dependencies. Ensure all initiatives are properly shaped before moving into design and delivery.
- Develop business architecture artifacts-capabilities, value streams, and process views-to ensure alignment with enterprise strategy and solution architecture. Use these artifacts to define scope, identify reuse opportunities, and support roadmap decisions.
- Lead creation of clear, outcome focused business requirements and enablement materials such as problem statements, solution options, and process flows. Ensure deliverables are consumable, traceable, and appropriately detailed for initiative complexity.
- Collaborate across architecture, engineering, QA, and operations to produce early cost and timeline estimates that inform investment and sequencing. Ensure estimates are assumption based, refined iteratively, and transparently communicated.
- Partner with PMO and Business Operations to align initiative scope, cost, and timelines with program and portfolio roadmaps. Ensure consistency between business architecture, approved scope, delivery commitments, and dependency impacts.
- Own the Solution Enablement phase, ensuring initiatives meet Definition of Ready criteria before entering delivery. Prevent unready work from progressing by confirming scope clarity, aligned estimates, and identified risks.
- Provide high quality handoffs that include business context, architectural alignment, success measures, and confirmed assumptions. Enable early collaboration while transitioning ownership smoothly to delivery teams.
- Define and maintain standards, templates, and playbooks for Solution Enablement and Business Architecture. Ensure consistent practices across ESD and promote reuse to improve speed and quality.
- Serve as a trusted advisor by clearly communicating risks, trade offs, and readiness. Support executive decisions with fact based, transparent enablement outputs.
- Lead and develop the Solution Enablement team, strengthening capabilities in business architecture, analysis, estimation, and scope definition. Foster an outcome driven mindset that avoids solution bias.

- Clarify business objectives, outcomes, and success metrics.
- Assess feasibility, dependencies, and cross portfolio impacts.
- Ensure initiatives are appropriately shaped before proceeding to design and delivery.
Business Architecture Development:
- Own development of Business Architecture artifacts, including:
- Business capability maps.
- Value streams and business processes.
- Current state and target state views.
- Ensure solution initiatives are aligned to enterprise capabilities and strategic priorities.
- Collaborate closely with Solution Architecture to align business, application, data, and technology perspectives.
- Use Business Architecture to:
- Define scope boundaries.
- Identify reuse and consolidation opportunities.
- Support roadmap planning decisions.
Business Requirements & Enablement Artifacts:
- Lead creation of business level enablement artifacts, including:
- Problem statements and value hypotheses.
- High level solution scope and options.
- Process flows and feature decomposition.
- Key assumptions, risks, and constraints.
- Ensure requirements are:
- Outcome focused and traceable.
- Clear and consumable by Systems Analysis & Engineering teams.
- Right size for initiative complexity.
Cost & Delivery Timeline Estimation (Collaborative):
- Collaborate with:
- Solution Architecture.

- Production Operations.
- Facilitate early estimation activities to:
- Define high level effort and delivery timelines.
- Assess delivery complexity, risks, and dependencies.
- Inform investment and sequencing decisions.
- Ensure cost and timeline estimates are:
- Based on agreed assumptions and scope.
- Iteratively refined through progressive elaboration.
- Transparently communicated to stakeholders
Program Scope, Cost & Timeline Alignment:
- Partner with Enterprise PMO and Business Operations to:
- Align initiative level scope to program and portfolio roadmaps.
- Validate overall program cost and delivery timelines.
- Support prioritization and funding decisions.
- Ensure consistency between:
- Business architecture and program roadmaps.
- Approved scope and delivery commitments.
- Change impacts and downstream dependencies.
Progressive Elaboration & Readiness:
- Own the Solution Enablement phase of progressive elaboration.
- Define and enforce Definition of Ready criteria before handoff to Systems Analysis & Design.
- Prevent initiatives from entering delivery without:
- Clear scope boundaries.
- Aligned cost and timeline estimates.
- Identified architectural and delivery risks.
Handoff to Systems Analysis & Delivery:
- Ensure high quality handoffs to Systems Analysis & Design teams by providing:
- Business context and architectural alignment.
- Confirmed scope, cost, and timeline assumptions.
- Clear success measures and constraints.
- Facilitate early collaboration while transitioning ownership appropriately once delivery begins.
Standards & Consistency:
- Establish and maintain Solution Enablement and Business Architecture standards, templates, and playbooks aligned with OCDIO guidance.
- Drive consistent enablement practices across ESD engagements.
- Maintain reusable patterns and templates to improve speed and quality.
Stakeholder & Executive Engagement:
- Act as a trusted partner to business and operational leadership.
- Communicate trade-offs, risks, and readiness transparently.
- Support executive decision making with clear, fact-based enablement outputs.
Team Leadership & Development:
- Lead and develop the Solution Enablement team.
- Build core capabilities in:
