JOB SUMMARY:

This Contract Manager Specialist (Government Operations Consultant III) position in the Department of Revenue’s Information Services Program Director's Office supports purchasing, contract management, and budget functions. Key responsibilities include managing the full procurement and contract lifecycle, from initial procurement planning and solicitation through contract development, execution, and final close out while ensuring compliance with state laws and regulations. The role involves managing procurement processes, vendor relationships, and contract compliance, as well as cross-functional collaboration with stakeholders to support IT needs, maintaining accurate documentation, and contributing to policy and process improvements. Additionally, the position involves training ISP contract managers on best practices, legal requirements, and departmental policies.

MINIMUM REQUIREMENTS:  

  • Currently employed with a State Personnel System agency or department.
  • Florida Certified Contract Manager (FCCM) Certification.
  • 2 years of contract management and or procurement experience with the State of Florida.

PREFERENCES:

  • Experience managing government procurement and contracting processes, including competitive solicitations, purchase orders, State Term Contracts, vendor negotiations, renewals, extensions, amendments, or contract compliance.
  • Experience applying Florida Statutes, Florida Administrative Code, DMS requirements, and state policies and procedures governing the procurement and administration of commodities and contractual services, including Chapter 287, Florida Statutes.
  • Experience developing, reviewing, and administering contracts, including scopes of work, deliverables, performance requirements, payment terms, financial consequences, insurance requirements, and other contractual provisions.
  • Experience monitoring contractor performance, reviewing deliverables, invoice processing, managing contract funding and expenditures, and ensuring compliance with contractual, fiscal, and statutory requirements.
  • Experience with MFMP, FLAIR, Adobe, Excel, and state accounting, budgeting, or financial management functions.
