Summary of Job Function:

The Contract Manager plays a critical role in our ability to achieve goals by creating and maintaining strong relationships with our Stakeholders and Vendor Partners,

In this role, the Contract Manager is responsible for maintaining a contract portfolio that supports an item to contract ratio of 95% in all medical and non-medical areas, with a primary focus on best value and standardization,

The Contract Manager leads negotiations and proposed contract reviews that result in executed, extended or renewed agreements,

The ability to analyze the current practices in order to support and enhance the contract life cycle is important,

Project Management and the ability to lead multidisciplinary teams through initiatives from inception to completion is a primary function,

Maintaining individual and departmental KPIs is essential in overall performance

Job Qualifications/Education/Training/Certification/Licensure:

Education: Bachelor's degree in a work-related field/discipline from an accredited college or university or Five (5) years of related work experience in Contract Administration, Project Management, Vendor Management or Purchasing, preferably in a healthcare provider setting

Computer skills: PeopleSoft preferred, Microsoft Excel, Visio, Word, and PowerPoint

Job Requirements

1) Manage a contract portfolio based on category, facility or other and ensuring that portfolio contracts are current and producing value for the organization

2) Drives savings and value creation through the negotiation of pricing and other terms that enhance the business and clinical operations

3) Draft, evaluate, negotiate and execute Contractual and Pricing Agreements with Suppliers directly or through the GPO

4) Draft, evaluate, negotiate and execute Request for Proposals (RFPs)

5) Establish and maintain complex supplier relationships by serving as a single point of contact for contractual matters in order to provide contract resolution

6) Knowledge of Supply Chain automated functions (preferably in PeopleSoft) as it relates to materials and contract management, project management

7) Knowledge of basic legal principles and commercial business terms

8) Knowledge of project management processes and systems in order to meet deadlines and achieve goals

9) Ability to develop, present, track and achieve long-range business plans and strategies

10) Ability to achieve goals that are focused on savings targets

11) Ability to be sensitive to the needs of customers through the practice of quality service principles

12) Ability to communicate effectively, both orally and in writing, to persuade internal and external stakeholders

Under general supervision of the Dept, VP, the Contract Manager is responsible for facilitation and coordination of a wide variety of capital equipment, supply, and services needs in collaboration with the stakeholder(s),

Specific tasks within the Contracting Dept, operating dimensions are as follows:

Manages the entire contract category lifecycle process for products and services including but not limited to: market assessments; strategy development and implementation; strategic sourcing, vendor selection and supplier negotiations; bid strategy /RFP / RFQ / RFI development, execution and evaluation; contract development and execution

Leads supply chain strategic sourcing initiatives by conducting quality analysis of assigned products, services and contracts with the goal of attaining the best value decision,

Incorporates a comprehensive analysis with measured results that develops near, mid and long range strategies within a contract category,

Excellent Skills to facilitate and negotiate pricing and contracts for products, product groups and services,

Ability to incorporate appropriate terms and conditions into final contract documentation, ensuring adherence and compliance to all contractual, financial, local and regulatory specifications or requirements Adheres to HIPAA and BAA requirements, Facilitates implementation of new or modified policies and procedures based on hospital best practices and compliance with Federal, State, and regulatory agencies,

Strong project management skills highlighting the ability to build and lead effective cross-functional teams while managing diverse stakeholder interests and expectations,

Develops relationships with and regularly engages with Clinicians, Operational Business Leaders and key suppliers to ensure end-to-end engagement necessary to develop the collaboration necessary for spend and performance optimization,

Regularly presents findings to internal and external stakeholders,

Ability to utilize all available tools to gain industry market knowledge in order to utilize trends and dynamics to acquire best terms and pricing of assigned contract categories,

Demonstrated ability to build and maintain strategic supplier relationships, assess vendor performance and compliance to current group purchasing organization (GPO) and local agreements,

Continually monitors and measures value, savings, and internal service levels and reports back thorough comprehensive dashboard and reports,

Monitors and evaluates contracts within a category for performance; provides input and direction to implement changes and enhancements,

Implements performance measures and quality measures to ensure high service levels while maintaining cost effectiveness,

Audits contracts to ensure,

Documents and communicates the savings success,
