Financial Analyst II โ€“ Budget Execution Supportย

Position Summary

The Financial Analyst II will provide critical budget execution support to the Branch of Business Operations (BOBO) within the Office of Facilities, Property and Safety Management (OFPSM). This role ensures the accurate, timely, and compliant distribution, obligation, and expenditure of funds for Indian Affairs facilities-related accounts, including schools, detention centers, and administrative buildings. The position works closely with the Office of Budget and Performance Management (OBPM) and the Office of the Chief Financial Officer (OCFO).


Key Responsibilities
  • Execute funding requests and maintain Operating Plans and Spend Plans in the DOI Financial and Business Management System (FBMS).
  • Monitor the Undelivered Orders (UDO) report and perform financial close-out actions on contracts and agreements nearing the end of their period of performance.
  • Maintain an inventory of annual Interagency Agreements and initiate required financial actions.
  • Enter fund transactions into FBMS, the Budget Execution Reporting Tool (BERT), the Budget, Project Execution, Ranking and Management (BPERM) system, and the electronic Funding Execution Document (e-FED) system.
  • Develop, present, justify, and execute program budgets using a thorough understanding of the Federal Budget Process.
  • Exercise fundamental budget controls through review and analysis of the distribution, obligation, and expenditure of funds, including ISDEAA 105(l) leases and Great American Outdoor Act (GAOA) funding.
  • Track progress of assigned programs, evaluate status, and present alternatives and recommendations using financial, economic, statistical, and workload analysis techniques.
  • Prepare budget and finance reports for OFPSM leadership, including UDO reports, Construction Analysis & Progress Evaluation Reports (CAPER), Assets Under Construction (AUC) reports, and other ad-hoc reports as required.
  • Coordinate with program staff within OFPSM, other Indian Affairs organizations, and the Department to gather data and resolve issues.

Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field OR equivalent combination of education and experience.
  • Minimum of 3โ€“5 years of progressive experience in federal budget execution, financial management, or accounting support.
  • Demonstrated hands-on experience with the DOI Financial and Business Management System (FBMS).
  • Strong working knowledge of federal budget processes, funds control, and financial reporting.
  • Proficiency in Microsoft Excel (advanced functions, pivot tables, data analysis).
  • Excellent written and verbal communication skills with the ability to present complex financial information clearly to leadership.

Desired Qualifications
  • Direct experience with BERT, BPERM, and e-FED systems.
  • Prior experience supporting Bureau of Indian Affairs (BIA), Bureau of Indian Education (BIE), or other DOI components.
  • Familiarity with ISDEAA 105(l) leases and Great American Outdoor Act (GAOA) funding.
  • Experience preparing CAPER and AUC reports.
  • Knowledge of federal acquisition and interagency agreement processes.
