POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Afognak Native Corporation has an opportunity for a Chief Financial Officer, Federal. As a key member of the Corporate Finance and Operations Management teams, the Chief Financial Officer, Federal will report directly to the Corporate CFO and directly interfaces with and provides integral support to the Federal Operations Chief Operating Officer (COO). Additionally, this position will provide support, advice, and guidance to the Finance and Operations executive staff. This position may be based out of our corporate office in Huntsville, Alabama, or remote within the US.
This position will ensure the accuracy and the integrity of the federal segment financial position in compliance with (but not limited to) GAAP, FAR, and other federal, international, and other jurisdictional agencies. The Chief Financial Officer, Federal will provide day-to-day leadership, guidance, and direction to Federal Operations Finance staff in their functional roles in the federal segment. These activities include daily oversight of financial tasks associated with Federal Contract Operations and ensuring adherence to corporate policy, processes, and procedures. This position will also actively participate in the planning, implementing, and controlling all financial-related activities such as policy updates and compliance, budgeting & forecasting, strategic planning, pricing and overall efficiency and improvement initiatives within the Federal Contract Operations and Corporate Finance environments.
Primary/Major Duties and Responsibilities (Essential Functions):
Leadership and Talent Oversight
  • Provides team leadership and stimulates collaboration within a dynamic cross-functional environment,
  • Provides oversight of accounting talent management.
  • Manages and directs financial reporting across a broad range of Federal contracts.
  • Implements and leads effective staff building through training and mentoring.
  • Responsible for talent selection, professional development, and employee retention for the Federal Operations Accounting/Finance Department team.

Financial Compliance & Reporting Oversight
  • Ensures accuracy and integrity of the overall financial position for a consolidated multi-organizational company reporting per Private company GAAP regulations accepted in the United States.
  • Ensures effective cash management through billed and unbilled accounts receivables and timely submission of quality invoices, as measured through Days Sales Outstanding (DSO) metric
  • Responsible for:
    • Ensuring compliance with Corporate Ethics and Integrity integration within the Company's Federal Operations Finance community.
    • Financial reporting for Company and multiple subsidiaries per GAAP, FAR, CAS
    • Implementing and maintaining internal financial controls and best practices within the Company's Federal contracting arena.
  • Federal government contracting
    • DCAA and regulatory compliance (Systems adequacy, post awards, close-outs, etc.)
    • Provide knowledge and expertise to the Company's Federal Government Finance Team to ensure compliance with the most current GAAP revenue record standard to include revised revenue recognition, lease accounting, and international standards methodologies.

Corporate Strategic Alignment, Restructuring and Analysis
  • Responsible for corporate and Federal Operations strategic budgeting and forecasting.
  • Identifies and advocates for cost efficiencies and control as well as margin optimization.
  • Advocates for Corporate Finance priorities in new business pursuit pricing strategy development for targeted awards across various contract types (CPFF, T&M and FFP contracts)

Other
  • Works with the Corporate CFO, Federal COO, and other key executives and staff to plan, refine, and establish priorities as a part of the Corporate Strategic Planning Process
  • Evaluates, proposes modifications to, and oversees implementation of corporate/federal finance policies and procedures relevant to the Company's Federal Contracts.
  • Identifies, develops, and implements financial systems and standards that are consistent, reliable, and proactive and follow best practices in government contracting.
  • Implements, documents, and maintains adequate and effective processes to improve the close and reporting cycles to ensure timely and accurate reporting.
  • Reviews contracts for funds available for de-obligation, reviewing unbilled, revenue recognized, and GL costs.
  • Develops and maintains tools for Finance functions using SharePoint or other IT programs.
  • Other Duties as assigned.

Payrate: $231,313 to $300,551 Annually
REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • 10 years of progressive Finance management experience within the Federal Government Contracting arena is required.
  • Expanded/in-depth knowledge of Alaska Native Corporations (ANCs) and SBA Certified 8(a) DBEs is highly desirable.
  • Must be an effective communicator and collaborator.
  • Bachelor's degree in business administration, accounting, or finance is required. Master's degree is desired.
  • Certified Public Accountant designation or equivalent is highly desirable.
  • Extensive knowledge of GAAP, FAR, DFARS, and CAS is required along with knowledge and understanding of, and experience with, DCAA/DCMA processes.
  • Experience in evaluating potential acquisitions
  • Experience in reorganizing, streamlining, and strengthening financial operations within the Federal contracting environment to maximize performance and profitability a plus.
  • Must possess strong leadership and team-building skills with a proven track record of accomplishing objectives and meeting critical deadlines in a fast-paced, dynamic environment.
