Astrion has an exciting opportunity for a Senior Capture Manager to lead Enterprise Capture activities with a focus on Department of Homeland Security (DHS) programs and components. This leader will identify, shape, and secure new business opportunities that strengthen national security, enhance resilience, and protect critical infrastructure across DHS mission areas.

The ideal candidate brings deep knowledge of DHS acquisition environments, mission priorities, contract vehicles, and procurement processes. This role partners closely with Business Development Executives, Proposal Managers, Solutions Architects, and Technical SMEs to develop and execute winning strategies aligned to DHS operational needs and Astrion’s capabilities across Cyber, Digital, Mission, and Systems domains.

REQUIRED QUALIFICATIONS / SKILLS

  • Experience
    • Minimum of 10+ years of capture management, business development, or program management experience supporting federal civilian agencies, with significant focus on DHS programs.
    • Proven track record capturing and winning large, complex DHS service or technical contracts.
    • Demonstrated success navigating DHS acquisition processes, FAR regulations, and major contract vehicles.
    • Experience applying competitive intelligence, data analytics, and CRM tools to drive capture success.
    • Familiarity with DHS organizational structure, mission priorities, and budget cycles.
  • Education
    • Bachelor’s degree in business, Engineering, Public Administration, or related field required.
    • Master’s degree preferred.
  • Skills & Competencies
    • Strong understanding of DHS mission domains including cybersecurity, border and transportation security, emergency management, and digital transformation.
    • Exceptional leadership, communication, and negotiation skills with the ability to influence senior government stakeholders.
    • Strategic thinker capable of managing large-scale, complex capture efforts.
    • Proficient in CRM and market intelligence tools (e.g., Salesforce, GovWin, Power BI, Tableau).
    • Ability to build high-performing cross-functional capture teams.
  • Clearance
    • Active Secret Clearance preferred; ability to obtain and maintain a clearance as required.

RESPONSIBILITIES

  • Capture Planning & Strategy
    • Lead development and execution of capture strategies to secure contracts across DHS and its Components (e.g., CISA, CBP, TSA, FEMA, ICE, USCIS, U.S. Coast Guard).
    • Identify, qualify, and prioritize opportunities aligned to DHS mission areas including cybersecurity, border security, emergency management, digital modernization, intelligence, and critical infrastructure protection.
    • Leverage market intelligence tools (GovWin, FPDS, SAM.gov) and DHS-specific acquisition forecasts to assess pipeline, customer priorities, and competitive landscape.
    • Conduct Probability of Win (Pwin) assessments and develop data-driven win strategies and price-to-win (PTW) models.
    • Shape opportunities early through customer engagement, teaming strategies, and solution alignment prior to RFP release.
  • Customer Engagement & Relationship Building
    • Build and maintain strong relationships with DHS senior leaders, program managers, contracting officers, and acquisition professionals.
    • Facilitate capability briefings, technical exchanges, and solution demonstrations tailored to DHS operational priorities.
    • Serve as a trusted advisor by maintaining awareness of evolving DHS mission needs, funding trends, and policy drivers.
    • Capture and translate customer pain points into actionable win themes and differentiated technical solutions.
  • Competitive Intelligence & Market Analysis
    • Conduct in-depth analysis of competitor positioning within DHS and relevant contract vehicles (e.g., EAGLE, FirstSource, Alliant, Polaris, etc.).
    • Monitor award patterns, small business strategies, incumbent performance, and recompete timelines.
    • Use data modeling and competitive scenario planning to refine strategies and mitigate risks.
    • Identify and establish strategic teaming partnerships that enhance Astrion’s value proposition within DHS markets.
  • Proposal Leadership
    • Lead proposal efforts from capture through submission, ensuring alignment to approved win strategies and themes.
    • Collaborate with Proposal Managers, Solution Architects, and Pricing teams to develop compliant, compelling, and differentiated submissions.
    • Ensure solutions clearly address DHS mission outcomes, operational challenges, and measurable performance improvements.
    • Drive development of competitive, data-driven pricing strategies aligned to DHS budget realities.
  • Enterprise Collaboration
    • Partner across Business Development, Operations, Finance, and Technical teams to develop integrated, innovative, and mission-focused solutions.
    • Track capture metrics, pipeline health, and KPIs to inform leadership decision-making.
    • Mentor junior capture professionals and contribute to enterprise-wide capture best practices.
