Job Description:
Position Summary:
Tharseo IT is seeking a senior OCI Application Engineer (Level III) to support a federal program as a subcontractor to a prime integrator. The engineer will analyze complex system requirements and lead the design, development, and ongoing support of cloud-hosted applications and supporting infrastructure within an established Oracle Cloud Infrastructure (OCI) environment. This is a hands-on senior engineering role centered on Terraform-driven provisioning of OCI infrastructure, automation of cloud operations, and direct engagement with application owners across development and pre-production environments. The successful candidate will bring deep, production-grade experience with OCI and Terraform and the ability to operate independently within an agile delivery team.
Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline.
  • Minimum of seven (7) years of relevant professional experience, with a substantial portion in senior-level cloud engineering, infrastructure as code, and production OCI operations.
  • Active Oracle Cloud Infrastructure (OCI) certification at the Associate level is required (e.g., OCI Architect Associate or OCI Operations Associate); OCI Architect Professional certification is strongly preferred.
  • Demonstrated hands-on production experience administering and operating OCI environments, including compute, networking, storage, identity, and core service interactions through both the console and command-line tooling.
  • Extensive hands-on experience using Terraform to provision and manage OCI infrastructure in production environments, including authoring reusable modules, managing state, working with providers and remote backends, and applying infrastructure-as-code practices across multi-environment deployments.
  • Deep working knowledge of cloud architecture patterns, including high availability, auto-scaling, and resilient deployment of cloud-hosted applications in vendor-supported environments.
  • Demonstrated experience analyzing complex system requirements and translating them into technical designs, with familiarity with formal design techniques such as data flow diagrams and Computer Aided Software Engineering (CASE) tools.
  • Experience supporting software configuration management practices.
  • Experience working in agile, Scrum-based delivery teams using Jira for story and sprint management.
  • Strong written and verbal communication skills, with the ability to engage directly with application owners and customer stakeholders.
  • Preferred: working knowledge of Ansible for automation, playbook authoring, and configuration management.
  • Preferred: familiarity with F5 load balancing concepts and integration patterns within a cloud environment.
  • Preferred: prior experience supporting a federal program in a subcontractor capacity, and exposure to Oracle vendor support workflows.

Duties and engineering work:
  • Analyze complex system requirements and design software tools, subsystems, and supporting infrastructure to satisfy program objectives, with emphasis on software reuse and domain analyses.
  • Author, review, and maintain Terraform code to provision and manage OCI infrastructure consistent with established design patterns, and lead implementation of designed solutions.
  • Deploy and configure virtual machines and supporting cloud resources in OCI to satisfy application owner requirements.
  • Work directly with application teams to onboard their workloads, including third-party platforms, onto the OCI environment.
  • Review existing programs and infrastructure code to identify and implement refinements, reduce operating time, and improve current techniques.
  • Estimate development effort, cost, and schedule for assigned work, using formal specifications and accepted design techniques where appropriate.
  • Execute Jira stories during sprint cycles, participate in daily scrum, and provide status updates on assigned tasks and blockers.
  • Validate VM and application access, including troubleshooting connectivity issues that may involve network security group (NSG) rules and related controls.
  • Supervise software configuration management activities for the assigned scope of work.
  • Collaborate with peer engineers, contribute to technical knowledge sharing, and help drive the ongoing build-out of dev and pre-prod environments as additional applications are onboarded.
