Job Summary:

Bechtel Equipment Operations (BEO) Onsite Tool Supervisor (OSTS) leads the BEO Tool Account Program (TAP program) at the project location, including receipt, organization, storage, issue and replenishment of project tools and consumables to support the work at the project sites.  

This position is intended to spend two to four (2-4) weeks training on BEO processes, procedures and systems in the BEO offices in Sugar Land, Texas as well as at on-going project locations. During this initial training, travel within the US should be expected up to 50% of the time. After completion of training, the tool supervisor should anticipate mobilizing to a jobsite in Clay, New York to lead a tool program for the Micron Project..   

The OSTS is responsible for leading the Small Tool and Consumable team at project construction sites.  The OSTS directs daily activities, instructs and trains all  tool room and tool warehouse attendant(s), leads and manages the use of ToolHound, is responsible for compliance with BEO and site procedures, assists in preparation of recommended list of tools and consumables with quantities and pricing based on projected craft staffing for project and as received through direction from the discipline site supervisors.   

The OSTS monitors craft manning schedules to ensure tools and supplies are on hand to meet craft needs.   They provide reports on a regular basis to ensure the overall objectives of their tool program and project are met, ensure implementation of inventory control and security practices in coordination with management at the site warehouse and tool rooms, communicates with suppliers and personnel within Bechtel to establish clear definition of the requirements.   

The OSTS is responsible for understanding the  components and obligations of the Small Tool Program.  These components include the management of small tools and consumables supplies necessary for site operations, developing field RFQs, requisitioning construction tools and consumables while leveraging supplier agreements,  remaining focused on delivering overall value versus lowest price on all of our tools and consumables. The OSTS will support BEO procurement as needed with bidder identification,  pre-qualification, review of bidder lists, bid solicitation, bid analysis, as well as administration of field material requisitions.  

The OSTS reports operationally to the Site Indirects Manager, or as otherwise designated by Site Management, and functionally reports to the Tool Operations Manager in the USA.  #LI-TH1 

Major Responsibilities:
  • Develop a Daily/Weekly/Monthly work plan for OSTS and warehouse employees 
  • Oversee the daily safe work plan and toolbox meetings. Discussion on the “Plan of The Day”
  • Directs the physical count and inspection of arriving material.
  • Oversees the preparation of Field Material Request’s (FMRs) and reviewing documentation including commercial invoices, reviewing packing lists and bills of lading for completeness and accuracy upon receipt of goods
  • Reviews Material Receiving Reports (MRRs) for completeness, accuracy, and timeliness.
  • Continually audits BPS/DSCS data for accuracy and timeliness, & provide updates to reconcile accountings “Invoice Hold Report” 
  • Ensures documentation to record unsatisfactory over, short, and damage conditions of material received; ensures that corrective action is expeditiously completed and that formal Unsatisfactory, Over, Short & Damaged Reports are prepared for permanent record.
  • Provides direction to assigned personnel to ensure that material is stored in accordance with the project procurement storage plan and that the location of material in storage is properly recorded on the appropriate storage records (manually or automated). 
  • Reviews the accomplishment of physical inventories on a timely basis to ensure valid records are continuously maintained. Perform periodic inventory checks to balance, cycle or update existing inventories and discrepancies.
  • Maintains custody of project materials.
  • Supports Site Requests with materials and product based upon requests, deliveries, or sourcing to ensure that issues are properly controlled and documented in accordance with project procedures.
  • Assists in the disposal of surplus project materials as approved by BEO management and directed by the Site management
  • Oversees preparation of shipping documents and registers for Small Tool and Consumable materials shipped from the site.
  • Develops Individual Jobsite Instructions for performance of work within area of responsibility.
  • Provides on the job training for assigned employees.
  • Responsible for the safe work plan and execution of activities under their direct control
  • Responsible for the preparation and maintenance of Inventory Control Records (manual and automated).
  • Responsible for and administers the inventory on hand, including data entry into the tool management system, transfers to specific projects, and tracking of tools for repair
  • Must have a thorough understanding of the TAP contract terms and conditions
  • Ensure monthly invoicing is being performed as per the TAP contract 
  • Responsible for Small Tool and Consumable Program reporting. This includes, but is not limited to, budget reporting, inventory reporting, Min-Max reporting, transfer/transaction reporting, etc. 
  • Management and oversite of the supply and distribution of tools and consumables to the end users at the site
  • The primary intent of the BEO Tool Program is to establish distribution and central warehousing to support and aid all craft on the project. It is service orientated operation that will help minimize delivery times, help standardize products being used on site, and to expedite material delivery in the timeliest manner possible.  
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8 -10  years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Good oral and written communication.
  • Strong automation skills, ability to learn new applications quickly.
  • Proficient in organizing tasks for completion by an agreed deadline.
  • Knowledge of small tool and consumable program operations and management. 
  • Knowledge of material handling/warehousing processes and procedures.
  • Knowledge of small tools, consumables, rigging and safety materials commonly utilized during construction.
