Job Summary

This Engineer position would be responsible to design natural gas facilities for replacement and/or upgrade. Determine mains for replacements due to leakage, or system reinforcement, and subsequent inclusion in the annual budget.  Develop complete and constructable project packages, and cost estimates. Coordinate design priorities with capital construction teams, operations and other stakeholders regarding the execution of replacement and betterment capital projects. Obtain and/or coordinate bidding, permitting and material obtainment necessary for projects. Act as a technical advisor to the construction teams during the lifespan of the project. Determine necessary facility relocations and adjustments due to other utility improvements, and municipal highway reconstruction or paving.  Support the various operations departments, including field support, with technical and project management assistance during facility installations.  Act as crew supervisor on a rotating on-call basis, for after-hours emergencies.  Assist others in Area Engineering with their projects when necessary.

Duties and Responsibilities
  • Coordinated Work Review: With guidance from peers & supervision, review roadway construction plans from the State, municipalities, contractors and/or developers for conflicts and/or needed system maintenance to be done in coordination with proposed third-party construction activity.
  • Planning System Facility Replacements: For non-complex projects initially, learn to research internal records and assess system conditions via MapFrame, Optimain, network analysis, etc. for planning system facility replacements due to condition or pressure needs.
  • Project Communication and Internal Coordination: Communicate and internally coordinate design priorities, capital construction and operations installation concerns, project manpower requirements, materials procurement, permit application, etc. Coordinate with Capital Project Management and Capital Construction teams regarding the design and execution of capital Replacement & Betterment projects.
  • Project Design and Estimating: Design replacement and betterment projects including improvements to system reliability, replacements related to operational concerns, cast iron, and bare steel distribution replacement projects. Projects will be designed using Design Manager, Synergi Gas 4.9, AutoCAD Civil 3D and available data related to existing field conditions. Utilize company Gas Design Manual, Gas Operations Manual, and all applicable state and federal codes to develop complete and constructable design packages. Utilize a combination of DOJM and Excel estimating tools combined with the Annual Pipeline Contract to cost-effectively specify design parameters and develop project cost estimates. Assist the Capital Construction teams to create bid packages and provide technical feedback to construction proposal submissions.
  • Project Management: Monitor project progress pre-construction, ensuring timely acquisition and completion of all permits, materials and pre-construction activities ahead of planned construction start. As projects are handed off to the Capital construction teams, remain involved with the project through construction and close out. Be involved in evaluating challenges and field design changes to ensure achievement of project objectives in a technically sound and cost-effective means. Assist in monitoring project costs as construction continues.  Assist in reviewing as-built documentation post-construction to ensure technical completion.  
  • Engineering Operational Support/After Hours On-Call: Provide day-to-day engineering support to the local operating areas during times of abnormal operating conditions. Help to develop emergency response plans to safely and effectively mitigate emergency scenarios, while maintaining continuity of service to the greater customer base. After approximately 1 year of service time and completion of appropriate training, serve in an after-hours, on-call Duty Supervisor role (approximately 1-2 weeks per year).
  • Company Representation : Represent the Company at construction and/or utility meetings with the State, municipalities, contractors, developers, etc.
  • Special Assignments/Projects: Complete all other work assignments and special projects as directed by the Manager Area Engineering/Sr. Manager Area Engineering.
Knowledge, Skills and Abilities
  • Knowledge of engineering and construction techniques, and applicability to natural gas industry regulations, materials, practices and procedures.
  • Strong oral and written communication skills.
  • Excellent computer skills especially mapping and technical programs.
  • Knowledge or experience in project management desired.
  • Background in AutoCAD or other computer aided design programs desired. 
Education and Experience
  • Bachelor or Master's Degree in Engineering.
