Summary 

The Regulatory & Compliance Manager is responsible for leading, developing, implementing, and sustaining Arrow Finishing's regulatory compliance, environmental stewardship, safety management, audit readiness, and risk mitigation programs across the organization.


This position serves as the owner of compliance strategy, regulatory interpretation, compliance systems, environmental oversight, and audit management, ensuring Arrow Finishing remains compliant with all applicable federal, state, local, customer, and industry requirements while supporting operational excellence, business growth, and risk reduction.


Key Accountabilities 

Maintain compliance with applicable regulations and customer requirements

Reduce regulatory, environmental, operational, and reputational risk

Maintain audit readiness

Establish ownership and accountability for compliance activities

Support sustainable business growth through effective compliance systems  


Key Responsibilities 

Facility Safety & Environmental Health 

Develop, implement, maintain, and continuously improve facility safety programs

Conduct facility-wide risk assessments and identify opportunities to eliminate hazards and reduce exposure

Monitor safety performance metrics and recommend improvement initiatives

Lead accident, injury, near-miss, and property damage investigations

Ensure root-cause analysis is completed and corrective actions are effectively implemented

Maintain safety committee effectiveness and accountability

Monitor workplace conditions and identify trends impacting team member safety

Ensure PPE requirements remain current, effective, and properly documented

Support return-to-work initiatives and injury cost reduction efforts

Partner with leadership to strengthen team member engagement in safety programs


Environmental Compliance 

Maintain compliance with wastewater discharge requirements and environmental permits

Oversee hazardous waste management programs including storage, labeling, disposal, and documentation

Ensure proper management of chemical inventories, SDS systems, and chemical storage requirements

Monitor compliance with air quality, stormwater, and environmental reporting requirements

Coordinate environmental inspections and agency interactions

Develop systems to monitor environmental risk and compliance performance

Investigate environmental incidents and implement corrective actions

Maintain documentation demonstrating environmental compliance and permit adherence

Partner with operations and engineering to reduce environmental impact and compliance risk


OSHA & Regulatory Compliance 

Ensure compliance with OSHA, EPA, HAZMAT, and other applicable regulations

Maintain required OSHA recordkeeping and annual reporting

Conduct compliance audits to verify regulatory adherence

Monitor regulatory developments and communicate impacts to leadership

Interpret regulatory requirements and translate them into operational expectations

Develop compliance guidance, policies, procedures, and controls

Maintain organizational awareness of emerging compliance requirements

Serve as internal subject matter expert for regulatory interpretation and application


Compliance Program Management

Design, implement, and maintain enterprise-wide compliance programs

Establish and maintain compliance policies, procedures, standards, and documentation systems

Develop compliance dashboards, scorecards, and performance metrics

Maintain a compliance calendar to manage permits, certifications, renewals, filings, audits, inspections, and training

Ensure compliance obligations are assigned, monitored, and completed

Evaluate compliance program effectiveness and implement improvements

Partner with leadership to integrate compliance expectations into daily operations

Drive standardization and consistency across departments


Quality, Customer & Industry Compliance 

Support compliance requirements associated with ISO, NADCAP, ITAR, DFARS, customer-specific requirements, and other applicable standards

Coordinate compliance activities required to maintain certifications and approvals

Support corrective action processes related to customer and certification findings

Participate in management review activities and compliance reporting

Ensure compliance considerations are incorporated into operational and business decisions


Cybersecurity & CMMC Support

Partner with IT leadership to support cybersecurity and information security compliance efforts

Assist with implementation and maintenance of CMMC-related controls and documentation

Support internal assessments, external assessments, and audit preparation activities

Coordinate compliance-related training and awareness programs

Assist leadership in understanding compliance obligations associated with cybersecurity requirements


Audits, Inspections & Regulatory Interaction

Lead internal compliance audits and readiness assessments

Coordinate external audits, inspections, and regulatory visits

Serve as primary liaison with regulatory agencies and inspectors

Prepare responses to agency inquiries, findings, and corrective action requests

Track corrective actions through closure and verify effectiveness

Maintain audit trails demonstrating ongoing compliance

Identify recurring findings and implement systemic improvements


Risk Management & Continuous Improvement

Identify compliance gaps, process weaknesses, and organizational vulnerabilities

Prioritize risks based on operational, financial, environmental, and regulatory impact

Develop mitigation strategies to reduce risk exposure

Conduct trend analysis and compliance performance reviews

Benchmark organizational practices against industry standards and best practices

Support implementation of new systems, processes, and technologies to ensure compliance requirements are addressed


Contractor & Vendor Compliance  

Establish contractor safety and compliance expectations

Support qualification and evaluation of vendors whose activities impact compliance obligations

Verify contractors understand and comply with facility requirements

Participate in supplier and contractor compliance reviews when appropriate


Contractor Emergency Preparedness & Business Continuity

Maintain emergency response plans and preparedness procedures

Coordinate emergency drills and readiness exercises

Support crisis response and incident management activities

Identify regulatory and operational risks associated with emergency situations

Partner with leadership to strengthen business continuity planning efforts


Training & Communication 

Define compliance training requirements and standards

Partner with People & Culture to ensure effective training delivery and documentation

Educate leaders regarding compliance responsibilities and accountability

Communicate regulatory updates and organizational expectations

Support change management efforts associated with new regulatory requirements

Promote organizational awareness of compliance risks and obligations

Requirements

Qualities for Success

Bachelor's degree in Business, Legal Studies, Risk Management, Compliance, or related field required

Minimum 5 years of progressive experience in regulatory, compliance, risk, or related functions

Experience in manufacturing, industrial, or regulated environments strongly preferred

Demonstrated experience managing audits, inspections, or regulatory interactions

Strong knowledge of federal, state, and local regulatory frameworks

Ability to interpret complex regulations and apply them to real-world operations

High level of integrity and ability to handle confidential information

Strong analytical, organizational, and problem-solving skills

Excellent written and verbal communication skills

Comfortable operating cross-functionally at all levels of the organization

Proficiency in Microsoft Office 365 and compliance documentation systems

Prior people leadership experience is a plus but not required
