Capital Projects Manager (Onsite | Sinclair, WY)
Overview
Play a key role in delivering high-impact refinery capital projects-safely, on-budget, and on-time. As the Capital Projects Manager, you'll lead the end-to-end execution of assigned capital initiatives, ensuring strong integration across site teams, rigorous adherence to safety and environmental requirements, and disciplined use of Client's project processes (including PIPE and EPs). Required Skills
  • Lead capital project development and execution to meet safety, budget, and schedule targets
  • Ensure assigned projects have integrated teams aligned to the project process and business objectives
  • Participate in Capital Project team meetings and collaborate with other site teams as requested
  • Strong safety leadership:
    • Lead by example and respond appropriately to incidents and near misses
    • Support refinery safety and environmental expectations through project work
  • Competence with Client capital processes:
    • Use the PIPE process to develop/execute projects and limit scope growth
    • Apply EPs in capital design and execution
    • Complete project lookbacks on 100% of executed capital projects and share lessons learned
    • Ensure IFCs are completed before field work starts
  • Production and reliability integration:
    • Participate in Turnaround integration plans as set by Client management
    • Ensure project team integration at the site level
    • Conduct SECORMA reviews and implement refinery expectations (Safe, Environmental compliant, Constructability, Operability, Reliability, Maintainability, as applicable)
    • Support turnaround requirements, including IFA/IFC deadlines and constructability reviews
  • Project reporting and cost/schedule control:
    • Update and manage required project reporting and cost controls throughout the lifecycle
    • Utilize cost tracking and review updates with management
  • Budgeting and field execution support:
    • Develop budgets for assigned capital projects
    • Competitively bid capital work and minimize bid waivers
  • Quality and execution accountability:
    • Follow MOC and corporate/site requirements
    • Track personal CAPA items through completion
    • Participate in the annual refinery safety audit program (as outlined)
  • People development through project ownership:
    • Take ownership of projects from FEL 2 through MOC closure following requirements
    • Identify training needs and coordinate with manager to grow capital project execution/estimating knowledge
Nice to Have Skills
  • Experience supporting capital projects specifically through refinery turnarounds (including IFA/IFC and constructability processes)
  • Familiarity with SECORMA reviews and implementing refinery needs within design and execution
  • Demonstrated experience reducing scope deviations and avoiding cost/schedule overruns
Preferred Education and Experience
  • Preferred education: Bachelor's degree in Engineering
  • Education requirement: High school diploma required
  • Preferred experience: 5-10 years of experience in a refinery or industrial processing facility
Other Requirements
  • Location/Work schedule: Onsite, Monday-Friday with a 9/80 work schedule (Sinclair, WY)
  • Assignment length: 6 months+
  • Target pay rate: $68.00/hour
  • Per diem: $125.00 per day worked
  • Safety: DISA & Safety requirements are required
  • Expected outcomes (accountability targets):
    • Zero personal safety incidents
    • No scope deviations greater than 10% or $100k past Gate 3
    • No supplemental AFEs (projects completed within the +/- range set at Gate 3)
    • No overdue CAPA items
    • Complete projects within established Gate timelines
