About the position

ORBIS is seeking a Program Manager who has experience providing professional support services to the U.S. Navy in Washington DC. The Program Manager will provide direct support to SEA 21, NAVSEA's Director of Surface Ship Maintenance, Modernization, and Sustainment existing organization, personnel, knowledge, and processes.

SEA 21 integrates sustainment and maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of U.S. and partner Navy surface ships and systems from fleet introduction through transfer or disposal. SEA 21 is the dedicated life cycle management organization for the Navy's in-service surface ships and is responsible for managing critical modernization, maintenance, training, and inactivation programs.

SEA 21 provides wholeness to the fleet by serving as the primary technical interface, ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life. The organization also maintains inactive ships for future disposal, donation, or transfer, to include follow-on technical support to our partner navies.

Responsibilities

  • Overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives.
  • Responsible for overall program definition, organization, and direction of short- and long-range plans.
  • Collaborate with SEA 21 Directorates and Navy Activities in recommending and implementing new and revised program management concepts, procedures, and strategies that align with SEA 21 mission objectives.
  • Develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations.
  • Promote a culture of technical excellence, professionalism, mentoring and guidance, workforce development, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment.
  • Lead knowledge training sessions for government and contractor personnel to facilitate the transfer of SEA 21 corporate knowledge.
  • Formulate, guide, and direct the technical approach; define and negotiate with activity and agency personnel for necessary resources.
  • Establishment and control of technical milestones, schedules, budgets and costs.
  • Establish an effective and productive climate and culture, perform strategic planning, implement a strategic vision, ensure alignment with organizational vision and goals.
  • Execute disciplined portfolio and financial management, recruiting, hiring, developing, and retaining a quality technical workforce, as well as executing the myriad of inherently supervisory administrative functions.
  • Proficient skills associated with the labor category, performs complex tasks independently and completes assigned tasks on time and to a standard that is satisfactory or better.
  • Provides guidance and oversight to contractors at the junior and mid-experience levels.
  • Actively participate in collateral duties to include technical and organizational initiatives, studies, and working groups.

Requirements

  • Minimum of 12 years professional experience related to labor category.
  • Bachelor's degree in any business related field.
  • Demonstrated experience in Navy Project Management.
  • Must be a U.S. citizen.
  • A secret security clearance.

Preferred

  • Masters degree in any field.
  • 15 years professional experience related to labor category
  • Experience supporting a DoD component.
  • Experience as a member of a Navy Program contractor team is a plus.
  • Excellent communication, organizational and interpersonal skills.
  • PMP Certification
