Position Overview
The Recruiting Manager / Talent Acquisition Lead owns recruiting operations and candidate sourcing in support of AKIVA's temporary employment and staffing services delivery. This role is responsible for identifying, screening, recruiting, and maintaining qualified candidate pipelines across administrative, IT, finance, and other temporary staffing categories. The Recruiting Manager directs sourcing strategy, manages the applicant tracking pipeline, and ensures rapid-response fulfillment within contracted service-level windows.
Key Responsibilities
Lead recruiting operations including sourcing strategy, candidate engagement, screening, and pipeline management
Build and maintain pre-qualified candidate pools across administrative, IT, finance, and specialty job categories
Conduct initial candidate screenings, technical pre-qualifications, and reference verification
Coordinate interview scheduling, technical assessments, and skills evaluations with customer hiring managers
Manage the applicant tracking system end-to-end, including requisition workflow, candidate status, and audit-ready records
Develop and execute targeted sourcing campaigns for hard-to-fill, niche, and surge-volume requirements
Build relationships with workforce-development partners, Veteran-services organizations, community colleges, and trade groups
Track recruiting performance metrics time-to-submit, submit-to-interview, interview-to-hire, candidate quality scores
Support workforce planning by forecasting candidate availability and identifying skill-gap risks
Mentor and develop junior recruiters and recruiting coordinators
Ensure recruiting practices comply with EEO, OFCCP, and applicable federal, state, and local employment law
Required Qualifications
Bachelor's degree in Human Resources, Business, Communications, or related field or equivalent experience
6+ years of recruiting or talent-acquisition experience, including high-volume and specialty roles
Demonstrated experience leading recruiting operations for staffing-services or contingent-workforce contracts
Strong working knowledge of ATS platforms and modern sourcing tools (LinkedIn Recruiter, Indeed, ZipRecruiter, Boolean search)
Excellent candidate-engagement, interviewing, and screening skills
Strong understanding of EEO, OFCCP, and employment-law fundamentals as they apply to recruiting
Proven ability to meet aggressive fill-rate and time-to-fill targets
Excellent written and verbal communication skills
Must be authorized to work in the United States
Preferred Qualifications
Experience recruiting for public-sector or government-contract environments
Familiarity with the Tucson, Phoenix, and broader Arizona labor market
AIRS, LinkedIn Certified Professional Recruiter, SHRM-CP, or PHR certification
Experience recruiting CDL drivers, equipment operators, or transportation personnel
Veteran hiring program experience or partnerships with Veteran-services organizations
