Position Summary: 

The Human Resources Recruiter is responsible for all aspects of recruiting and onboarding process for the organization and plays a critical role in ensuring it's hiring the best possible talent. This position helps the organization meet its recruitment and retention goals through sound workforce management following the agency policies and procedure and standards from the different regulatory bodies.

Responsibilities:

  • Work with the Director of HR to align recruitment strategies with the agency's goals and vision improving overall Talent Acquisition functions.
  • Build and maintain a partnership relationship with directors to determine staffing needs for their programs.
  • Responsible of the overall agency recruitment, including but not limited to, on boarding new hires entire process, the development of new and creative recruitment strategies to recruit and attract qualified candidates.
  • Demonstrate commitment with the HR department, support programs need in a timely and efficient manner, placing the needs of the agency as the priority.
  • Assists with the establishment of an in-house employee training system that addresses the company's training needs and goals.
  • Build and maintain applicant sources and data base with a pool of qualified candidates by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
  • Post and Source out qualified candidates by utilizing multiple resources (job postings, college partnerships, community outreach, etc.)
  • Conduct preliminary phone screenings and schedule interviews.
  • Coordinate and implement college recruiting- internships initiatives.
  • Track and report on talent acquisition metrics, such as applicant quantity, time-to-fill, offer acceptance rate, cost per hire, market feedback, challenges, and creates report as needed.
  • Creates and maintain the agency new hire orientation presentation always updated.
  • Creates, schedules and conducts new employee orientation activities including but not limited to compilation of new hire paperwork, policies overview, benefits, and payroll systems.
  • Collaborate with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.
  • Research and recommend new sources to the HR Director for active and passive candidate recruiting.
  • Create and maintain a credential qualification table by position to ensure consistency in recruitment qualifications and efforts following agency the different regulatory standards.
  • Works in conjunction HR assigned staff to prepare and process recruitment paperwork, staff folders for programs and maintain HR data bases in a timely manner.
  • Oversees the agency's Talent Acquisition module in ADP, provides training to managers as needed, and ensures the maximization of the system.
  • Prepares, conducts and/or attends at least two job fairs annually.
  • Ensure all pre-employment screenings are completed before candidate start date, and tracking properly including but not limited to background and medical clearances, employment and reference checks, educational credentials, etc.
  • Assist in maintain the personnel files up to date and in compliance with agency policies and procedures, performance standards and any regulatory body.
  • Completes and submits to the supervisor the vacancy/recruitment table in a timely manner.
  • Stays current on the agency organizational structure, personal policies, and federal laws regarding employment practices ensuring compliance with all regulatory body.
  • Builds and maintains an open line of communication with the supervisor, communicates in advance about any issues in the department or issues that will cause delays in meeting deadlines.
  • Other related duties or projects assigned by supervisor to ensure the smooth running and efficiency of the department.


Requirements

Requirements:

  • Bachelor's degree in Human Resources or related field required with Human Resources experience and at least two years' experience working as a recruiter.
  • Working knowledge of labor and employment laws, organizational development, and best practices.
  • Excellent interpersonal communication: listening, speaking, and writing.
  • Excellent decision-making, good judgment, and critical thinking skills.
  • Works a flexible schedule as required. 
  • Excellent verbal and written communication skills. 
  • Excellent interpersonal skills with good negotiation tactics.
  • Proactive and independent with the ability to take initiative.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
