What You Will Do

  • Provide vision; lead and supervise a team of Financial Managers & Analysts

  • Manage a large, dynamic development program portfolio

  • Driving BSEC results through sound financial management decision making

  • Effective management of day-to-day operations while maintaining a strategic focus driven by meeting/exceeding business financial goals and commitments

  • Finance staffing, coaching and building team strength

  • Estimate at Complete (EAC), including cost management, program risk & opportunity management – Support the development, review and approval various program EACs with all contract types and effectively work cross-functionally to mitigate EAC risks & capture EAC opportunities.

  • New Business capture – Competitive proposal development, Pricing & Gate reviews

  • Financial Forecasting/FP&A – AOP & Long-Range Plan (LRP) Development

  • Investment planning – Manage and provide oversight of investment portfolio (Capital, IR&D, NBI) for executing strategic plan & new business capture

  • Earned Value Management Systems (EVMS) variance analysis, data reviewing and reporting

  • Effectively partner with external customer to develop relationships and focus on customer satisfaction in terms of finance-based deliverables and data

  • Participation and lead of program & functional business reviews to ensure business efficiency and risk mitigation

  • Working closely with the customer community to partner for change


Primary Responsibilities

  • Driving development execution forward

  • Early risk identification and mitigation by partnering with program leadership

  • Managing cost growth and incentives for profit maximization (LRSO EAC performance)

  • Financial forecasting and reporting

  • Cash flow management

  • Partnering with Program‑Area Directors and cross‑functionally

  • Presenting at business level reviews

  • Proposal oversight & new business capture/strategy



  • Managing the program finance team by hiring, developing, coaching/mentoring, and rotating employees



  • Given the size and diverse nature of the portfolio, must be able to lead and make decisions independently



  • Additionally, a candidate for this role should be a strong & visible leader and have good communication skills



  • The position will have frequent interaction with senior level leaders and functional managers, and ability to partner with those managers will be imperative to ensure businesses and programs are running efficiently, while collaboratively problem‑solving and proactively managing risk

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 12 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 10 years’ experience Financial controls experience Experience across Accounting, FP&A, and/or Program Finance Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
