Job description

Position: RAD Program Analyst
Department: Real Estate
Salary Grade: N
Salary Range: 60,000.00 -75,000.00
Position Summary:
The RAD Program Analyst supports the planning and implementation of the Rental Assistance Demonstration (RAD) program under the supervision of the Program Manager, RAD. The Program Analyst reviews and evaluates the RAD program, operations, and document processes based on requirements of the RAD Program throughout its lifecycle
Roles and Responsibilities
  • Conducts review of the current portfolio to identify properties best suited for RAD through the review and analysis of financials, physical conditions, and overall performance.
  • Gather require information for preparation of initial RAD applications in accordance with RAD guidelines for selected properties
  • Assist Program Manager in reviewing and evaluating financing plans, development budgets (sources and uses), and operating proformas to ensure compliance with HUD's program guidelines and lender requirements.
  • Prepare material and presentations required for resident meetings in accordance with RAD guidelines.
  • Update and track weekly reports for senior management
  • Prepares memos for internal routing and board presentations for Board of Commissioners for approval.
  • Collaborate with internal and external stakeholders regarding timely submission of documents required under RAD.
  • Communicate with the RAD Construction Oversight Project Manager for construction updates throughout the Construction Process.
  • Research and analyze RAD policies, program changes and legislation and assess the impact of changes on RAD projects and make recommendations to optimize
  • Support the execution of meetings, conference calls, and webinars by coordinating logistics, developing agenda, developing content, taking notes, and following up on resulting action items
  • Create and track project timeline, deliverables, and internal/external partners across multiple projects and teams
  • Proactively communicate progress and potential challenges to Program Manager and other Project Teams
  • Develop and maintain financial and closing documents electronically for all RAD project documentation
  • Performs other duties, special projects and reporting as assigned
Knowledge and Skill Requirements
  • At least one year of working knowledge of the RAD program preferred
  • Strong attention to detail
  • Analytical thinker and strong problem solving skills
  • Excellent time management and organizational skills
Education and Experience
  • This position requires a minimum of a Bachelor's Degree in Business Administration, Project Management or an equivalent combination of education and experience.
  • 2+ years of experience as a Program Analyst, Management Analyst, or in a similar role
  • Experience with low income tax credits deal structures is a plus
  • Must possess excellent written, verbal and interpersonal communication skills.
  • Advanced Microsoft Excel, Access, Word and Outlook skills required.
Working Conditions
Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing. May require regular lifting usually not exceeding 15 lbs. May be required to have a valid State of Georgia driver's license and be fully insurable for the purpose of obtaining clearance on company "Authorized Drivers List".
