Project Controls Specialist II (Environmental Queue Coordinator)

Job Overview

Nexiya is seeking a highly organized and detail-oriented Project Controls Specialist II to support environmental project review workflows for a major utility client in San Diego. This individual will serve as the primary coordinator for the Environmental Tracking System (ETS) and Geographic Environmental Analysis Reporting System (GEARS), ensuring the timely intake, routing, tracking, reporting, and completion of environmental project reviews.

This role requires strong analytical skills, systems administration experience, reporting capabilities, and the ability to coordinate effectively between project submitters, environmental subject matter experts, information technology teams, and management.

Roles and Responsibilities

  • Manage environmental project intake, review, and routing processes within the Environmental Tracking System (ETS), ensuring project submissions are complete, accurate, and properly identified using GIS tools.
  • Coordinate and route project reviews to appropriate environmental subject matter experts (SMEs), monitor review progress, track review timelines, and issue environmental releases upon completion.
  • Maintain continuous oversight of a high-volume project queue, ensuring projects are processed efficiently while meeting established performance metrics and review deadlines.
  • Develop, maintain, and distribute operational, compliance, and performance reports, including weekly, bi-weekly, monthly, and quarterly reporting metrics and key performance indicators (KPIs).
  • Perform quality assurance and quality control (QA/QC) reviews of environmental workflow data to ensure accuracy, integrity, and compliance with established processes.
  • Serve as the primary liaison between environmental teams and Information Technology (IT) personnel to troubleshoot system issues, coordinate enhancements, and track system upgrade requests.
  • Support administration and maintenance of ETS and GEARS systems, ensuring data integrity and optimal system functionality.
  • Train and support internal and external stakeholders on environmental workflow processes, system functionality, and reporting tools.
  • Develop, update, and maintain training materials, documentation, and training records to support user adoption and process consistency.
  • Collaborate with project submitters, reviewers, environmental staff, and management to ensure workflows are completed accurately and efficiently.
  • Assist teams with interpreting environmental workflow data and reports to support operational and compliance objectives.
  • Perform other job duties as assigned.


Education/Experience Requirements

  • Associate's Degree and/or two (2) years of equivalent coursework, work experience, or professional training.
  • Minimum two (2) years of experience in utility, environmental, project controls, project coordination, workflow management, or a related field.
  • Experience managing project workflows, tracking systems, reporting processes, or operational queues preferred.
  • Familiarity with environmental regulations, utility operations, permitting, licensing, compliance, construction, scheduling, budgeting, or infrastructure projects preferred.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.
  • Experience with SharePoint, SAP, ECM, Microsoft Power BI, and Microsoft Power Automate preferred.
  • Strong organizational, analytical, and information management skills.
  • Ability to work independently with minimal supervision while managing multiple priorities and deadlines.
  • Ability to work efficiently in a fast-paced environment with a constant flow of incoming work.
  • Exceptional attention to detail and commitment to data accuracy.
  • Strong interpersonal, written, verbal, and presentation skills.
  • Ability to communicate effectively with all levels of management, technical staff, external stakeholders, and project teams.
  • Strong customer service mindset and proactive follow-up skills.
  • Must be able to apply critical thinking, problem-solving, and analytical skills to support project and operational objectives.
