Job Title Operations Manager Location West Point, VA, US Organization Name Small Communities Group Work Schedule and Other Information This position is for HRSD's Small Communities Division. Work hours are Monday through Thursday from 6 AM to 4:30 PM. Office Location will be in West Point, Virginia, but frequent travel will be required to the Town of Onancock on the Eastern Shore and Surry County. An HRSD vehicle will be issued for daily travel. Brief Description Under broad guidance, the Operations Manager is responsible for providing long-term strategic leadership and operational oversight for the Departments in Operations. This includes managing all facilities, ensuring system compliance, coordinating with various divisions to optimize system performance, and supporting employee development and safety. The Operations Manager also oversees major construction projects, budgeting, and the integration of innovative programs to continually improve reliability and efficiency. Job Requirements
Education
Required
• Bachelor of Science degree in an appropriate engineering field, such as civil, mechanical, or environmental engineering.
Desired
• Training in quality management principles, strategic planning, or leadership development.
• Master of Science degree in an appropriate engineering field, such as civil, mechanical, or environmental engineering or business management.
Experience
Required
• Four years of experience in the design, operation, or maintenance of utilities, including hydraulic modeling, project management, and regulatory enforcement.
• Experience managing budgets, teams, and large-scale projects within a utility or similar environment.
Desired
• Relevant engineering experience in the design, construction, and operation of wastewater systems.
• Experience using computer systems for work scheduling and reporting.
• Experience with planning and coordinating large-scale repair or maintenance projects.
• Experience with project management, system reliability programs, and coordination with contractors and local municipalities.
Licenses and Certifications Requirements
Required
• Valid driver's license from state of residence.
• Valid Virginia Professional Engineer (PE) License.
Desired
• NASSCO Certification: PACP, MACP, & LACP Certifications
