Job description

Job Purpose: The QMS Manager is responsible for establishing, documenting, implementing, auditing, and improving processes to conform to the specifications and requirements of all non-code pressure vessel products. This role is to support obtaining and maintaining API Spec Q1 certifications, as well as certification of Hess Services, Inc.'s (HSI) fiberglass tanks to API Spec 12P and steel Tanks to 12F.
Essential Functions include the following. Other duties may be assigned.
  1. Works with area supervisors and management to evaluate their processes and ensure that the process control documents conform to the applicable specifications.
  2. Establish, implement, and maintain the system of processes, procedures, documents and forms that make up the Quality Management System (QMS) necessary to achieve API Spec Q1 certification.
  3. Ensures that the QMS processes and documentation are in conformance with the current version of ISO 9001.
  4. Performs process mapping to determine the inputs, outputs, controls, and steps of a process. Documents information for review and scope determination of process documents.
  5. Evaluate product designs and process documentation to the applicable standard to ensure that it conforms to the requirements.
  6. Oversees the Non-Conformance, Corrective Action, and Preventative Action process for HSI to ensure that all process and product non-conformances are documented. Also performs root cause analysis when needed.
  7. Performs process evaluations to continually improve the QMS, lower cost, and minimize the occurrence of non-conformances.
  8. Works with customers to investigate any issues with HSI equipment for nonconformities to the design requirements and partners with Operations to resolve the issue and its cause.
  9. Develops reports and SQL applications and other data collection tools to improve the efficiency and accuracy of current processes and provides quick access to the relevant data.
  10. Designs and implements the risk based methodology outlined in API Spec Q1 and ISO9001. Performs risk analysis, mitigation, and contingency planning for new products, existing products, and current processes to ensure that risks are identified and controlled to the extent practical.
  11. Develops and maintains the company Quality Policy and quantifiable Quality Objectives that support the Quality Policy.
  12. Create, implement, maintain and reevaluate as necessary Key Performance Indicators that support the Quality Objectives. These measures will be compiled and communicated to the relevant teams on a consistent basis. These measures need to evaluate and track company performance using indicators that affect our customer's satisfaction (i.e. cost, quality, on-time delivery).
  13. Performs Data Analysis of customer satisfaction data, conformity to product requirements, nonconformities and product failures identified after delivery or use (including root cause), characteristics and trends of processes and products (including preventative action if applicable), supplier performance, and the quality objectives.
  14. Performs an annual audit of the Quality Management System and identifies any deficiencies in our procedures, documents, forms, or processes. The processes need to conform to the applicable source documents.API Spec Q1, and any applicable product specifications.
  15. Compiles and presents audit results into an annual document and leads the Executive Management Review process to present the audit findings.
  16. Trains personnel on the Quality Management System processes and forms as needed. Implements new processes and changes, and if a deficiency is identified, also provides the necessary training to the team to address the issue.
  17. Leads the Management of Change process to evaluate and plan for changes to key QMS procedures, QMS personnel, organizational structure, and critical suppliers.
  18. Partners with the Customer Service Manager to establish and utilize a customer satisfaction process.
  19. Partners with the inventory team to establish and utilize a supplier evaluation process.

20. Utilizes Adobe Illustrator and Photoshop to design custom signs as requested.
21. Supervise non-code quality control technicians and performs personnel reviews.
22. Performs additional duties as needed.
Requirements
Qualifications and Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   1. High school diploma or equivalent required.
  2. B.S. in Industrial Engineering, Manufacturing Systems Engineering, Mechanical Engineering, Quality Engineering, Quality Management or 4 years of experience in a similar position is preferred.
  3. Experience with Quality Control, ASME Section I, IV, V, VIII Div 1, VIII Div 2, IX, ISO9001, and/or API Spec Q1 preferred.
  4. Excellent written and verbal communication skills.
  5. Ability to read, interpret, and apply documents such as engineered drawings, job instructions, ASME Code, Product Specifications and procedures.
  6. Ability to accurately read and record measurements using calipers, micrometers, and other measuring tools including a tape measure.
  7. Ability to interpret and write complex SQL queries to assemble data in the needed output format. This includes recursive queries, sub-selects, case statements, developing stored procedures, and data views as necessary to manipulate the data into the needed form for the report or application.
  8. Ability to analyze data for trends or patterns using various tools such as excel or SQL Server.
  9. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  10. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  11. Ability to manage time effectively and prioritize tasks to meet deadlines.
  12. Strong attention to detail and organizational skills.
  13. Ability to use hand and power tools.
  14. Ability to use department equipment.
  15. Ability to maintain confidentiality.
  16. Strong skills in Microsoft Office products and Visio.
