Job description

Description RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application: Livingston County, or One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming APPLICANT QUALIFICATIONS: In order for an application to be approved, the applicant must clearly show the training, education, experience, and/or licensure/certification stated in the Typical Qualifications. All qualifying information must appear on the application form. No credit will be given for a Work Experience description that is unclear.

The work involves responsibility for paraprofessional public health outreach work for assigned Public Health programs. A Public Health Assistant will contact, arrange, and conduct home visits and group presentations for their assigned Public Health programs. Work is performed in the office and in the field.

The work is performed under the direct supervision of an assigned supervisor of the particular program being promoted. Supervision of others is not a responsibility of this class. A Public Health Assistant does related work as assigned.

Examples of Duties Assists with implementation of Public Health programs including, but not limited to Lead, Early Intervention, Preschool, Communicable Disease, Community Health, etc.; Assists with providing education and outreach for Public Health programs including, but not limited to Lead, Early Intervention, Preschool, Communicable Disease, Community Health, etc.; Organizes and presents information to community groups such as schools, fraternal and social organizations, college fraternities and sororities, families, and employees charged with the care of institutionalized persons; Travels to a variety of locations to provide presentations and conduct home visits; Assists with Public Health program activities and duties, as required; Coordinates Public Health activities with Public Health Specialists or Registered Professional Nurses for assigned programs; Assists Public Health Specialists or Registered Professional Nurses with training for assigned programs; Maintains a file of State contact information for assigned programs; Maintains a file of participant phone numbers for assigned programs; Works cooperatively with Health Department employees in planning, promoting, coordinating and evaluating programs dealing with public health projects; Meets regularly with Public Health Specialists to plan programs to best satisfy and meet the community's needs for information in health related information; Assists in preparing a broad range of periodicals, posters and publicity material to use in disseminating vital information for all public health programs; Performs a variety of clerical tasks involving statistical information, filing, operating office and audio-visual equipment, billing, recording and related types of work; and Performs other related duties as assigned. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of the basic principles, practices, and techniques of public health; basic knowledge of health related issues; skills in educational techniques and methods of communication; ability to get along with others; ability to communicate effectively both orally and in writing; ability to understand and follow oral and written instructions; ability to express and transmit knowledge clearly in oral and written form; ability to write legibly; ability to enter and move within private residences; ability to climb stairs; good judgment; initiative and resourcefulness; tact and courtesy; attention to detail; physical condition commensurate to the demands of the position which may involve moving boxes, literature, transporting various audio visual equipment and/or a laptop. Typical Qualifications Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment: Qualification Option # 1 2 3 4 Training/ Education Possession of an Associate's degree[1][2] in health or human services

Possession of an Associate's degree[1][2]. None required. Graduation from a nursing education program registered by the New York State Education Department as licensure qualifying no more than 90 days prior to submission of an application for employment.

General experience None required. Two years of full-time, paid experience in a health related field. None required.

Supervisory experience N.A. License/ Certification Possession of a valid New York State driver's license. Possession of a New York State license to practice as a Licensed Practical Nurse; AND Possession of a valid New York State driver's license

Submission to the New York State Department of Education of the Application for Licensure as Licensed Practical Nurse, the Application for Limited Permit, and paid the required fees; AND Possession of a valid New York State driver's license. Other requirements See Special Qualifications below. Part-time service will be given prorated credit toward experience requirements.

[2] A higher degree is also acceptable. Supplemental Information Appropriate licensure must be maintained throughout employment. A driving record evidencing safe and responsible vehicle operation is required.

Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes. Appropriate professional licensure must be maintained in good standing throughout employment. Applicants appointed under Option 4 must obtain licensure from the New York State Department of Education within 90 days of graduation from the nursing education program to be eligible for continuing employment.

Public Health Assistant - C in all divisions PROVISIONAL APPOINTMENT NOTICE: An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis.

Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department. Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
