Project Manager II

Salary Range: $73,268 - $80,000 annually 

Job Description
The Project Manager II in the Department of Procurement is responsible for leading complex procurement projects, ensuring efficiency, compliance, and strategic alignment with organizational goals. This role oversees procurement planning, execution, and contract administration while driving process improvements and stakeholder engagement.

The position requires strong project management, analytical, and communication skills to coordinate procurement activities, manage risks, and ensure successful outcomes. The Project Manager II collaborates with internal departments and external vendors to enhance procurement operations and performance.

Key Responsibilities

  • Develop and implement procurement strategies that align with operational objectives and regulatory requirements.
  • Lead procurement execution from solicitation through contract award, ensuring compliance and efficiency.
  • Manage procurement timelines, risk assessments, and key performance indicators (KPIs).
  • Oversee bid openings, proposal evaluations, contract negotiations, and supplier performance management.
  • Identify opportunities for process optimization and policy enhancements.
  • Collaborate with internal teams and external vendors to facilitate smooth procurement workflows.
  • Ensure adherence to procurement policies, regulations, and best practices.
  • Provide guidance and training to junior project managers and procurement staff.
  • Support the adoption and integration of new procurement tools and technologies.
  • Perform other related duties as assigned.

Qualifications

  • Education: Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Finance, or a related field.
  • Experience: At least five (5) years of experience in procurement, project management, contract administration, or strategic sourcing. 
  • Required: Public Procurement experience Required.     
  • Preferred: Master's degree, professional certifications (CPPO, CPPB, PMP), and experience with eProcurement systems or ERP software.
