Position Summary

The Manager of Maintenance Vendor Operations fosters and leads relationships with internal and external stakeholders to achieve top-tier operational performance. Provides third party oversight as it relates to line maintenance providers, non-essential on-call line maintenance and ground operations and be responsible for outstation inventory management. Collaborates with the Maintenance Operations Control and Supply Chain as well as the PSA safety department and local Flight Operations leadership.
Job Responsibilities

  • Assists and supports the maintenance operation and senior management in projecting a strong commitment to the uncompromising promotion of safety and regulatory compliance.
  • Provides oversight of third-party maintenance providers ensuring contractual obligations are being met, and operational performance expectations are being achieved.
  • Assists in the creation of Airworthiness Agreements and Letters of Procedural Authority for the respective maintenance providers.
  • Facilitates the addition of fueling vendors and on-call maintenance providers to the Learning Management System.
  • Acts as a liaison between ground operations and the PSA Safety and Security department.
  • Collaborates with and assists Flight Operations leadership where necessary to achieve superior operational performance.
  • Assists both the Managing Director of Maintenance and Director of Stores and Supply Chain in the development and achievement of performance KPI's.
  • Drives continuous improvement methodologies to eliminate waste and improve efficiency.
  • Ensures compliance with all PSA required policies, practices, procedures, and processes.
  • Compiles and provide various reports and data packages as required or requested.
  • Keeps senior management apprised of all actual or potential negative conditions that may affect aircraft maintenance and ground operations.
  • Maintains and submits the monthly Maintenance Provider List (MPL) listing to the FAA Principle Maintenance Inspector.
  • Maintains and completes the monthly review of the PSA Airlines Fueling Procedures Manual.
  • Owns and drives improvement of outstation vendor safety and reliability performance.
  • Establishes and tracks initial and recurrent training for on-call maintenance provider’s vendors.
  • Coordinates any updates to our vendors list.
  • Maintains cost within assigned budgets.
  • Assists in the development of maintenance budgets and cost projections.
  • Leads the tactical and strategic relationships with vendors, ensuring alignment to company objectives.
  • Evaluates vendor performance against agreed service levels.
  • Responsible for the Company's Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.
  • Performs other duties as assigned.

Qualifications

Required

  • High school diploma or equivalent.

  • Current Airframe and Powerplant (A&P) certification.

  • Working knowledge of the Federal Aviation Regulations (FAR).

  • Experience with management and administration of service contracts and agreements.

  • Valid driver's license.

  • Must possess or have ability to possess U.S. passport or equivalent within 90 days.

  • Working knowledge of Microsoft Office Suite and M&E software.

  • Ability to speak/read/write in English. 

  • If hired, must be able to demonstrate that you are authorized to work in the U.S.  

Preferred

  • Advanced technical degree in Engineering, Aviation, Business Administration, or closely related discipline.
  • 5+ years of experience in the maintenance of part 121.
  • 2+ years of experience in a supervisory capacity.
  • 2+ years of experience with program management.
  • 2+ years of experience with Vendor Management and Contracts.

Delegation: In absence, responsibilities delegated to Director of Maintenance Operations Control.

Security Clearance: All employees are required to pass the fingerprint-based criminal history records check (CHRC) per 49CFR1542.209 as well as a pre-employment drug screen. Must be able to obtain airport SIDA badging, Hazmat Shipping Certification and the ability to become a Hazmat trainer required.
