About the Role:

The Proposal Manager leads the development of strategic, client-focused proposals that support Arora's continued growth across aviation, transportation, government, commercial, and infrastructure markets. This role owns the full proposal lifecycle from pursuit capture planning through final submission, ensuring alignment across technical, marketing, and business development teams. The Proposal Manager is responsible for translating complex technical information into clear, compelling, and compliant proposals that reflect both client priorities and Arora's strengths.

Essential Functions:

  1. Manages the proposal process from start to finish from identified pursuits by the Arora business development team.
  2. Develops proposals and Statements of Qualification (including but not limited to SF 254/255/330 form-sets); and presentation materials including analysis of RFP/RFQ/RFI guidelines, coordination, writing, editing, and production.
  3. Ability to create, modify, and create technical writing/content in conjunction with the operations/technical team.
  4. Drafts, Edits and assembles proposal materials for prime and sub-consultant proposals, tailored to the specific RFQ/P.
  5. Coordinates with prime or subcontractor teaming partners to assign or prepare and distribute proposal materials.
  6. Appropriately delegates graphics, fee proposals, or technical write ups to the other members of the marketing team and/or project management and technical team.
  7. Logs and manages the Go-No/Go process for all new and existing proposals, as well as proposal list and allocation of resources.
  8. Performs an active and meaningful role in overall marketing strategic planning, including contributions to the marketing and communication business plans and their execution.
  9. Monitor feedback and metrics to measure impact and effectiveness of our proposal initiatives and adjust appropriately.
  10. Coordinates and supports training for less senior staff.
  11. Maintains and updates qualifications materials including development of personnel resumes, project profiles, boiler plate text for use in proposals.
  12. Provides general marketing-related administrative support.

Secondary Functions:

  1. Represents the Company and services at trade shows when needed.
  2. Provides support and oversite to other marketing/communications staff related to content creation and initiatives, project profile, and resume creation and editing and boilerplate text.
  3. Participates in the editing and QA/QC process to ensure strict quality control for all marketing materials.
  4. Supports corporate and client events, conferences, and tradeshows.
  5. Other related duties as assigned by supervisor.

Needed Skills:

  • Extensive experience in Microsoft Office Suite (Word, excel, PowerPoint, and Outlook) and Adobe CreativeSuite (Photoshop, InDesign, and Acrobat) with InDesign being TOP priority.
  • Overall knowledge of A/E/C and Technology industry.
  • Aviation/Transportation and Public Agency Proposal Experience Strongly preferred.
  • Experience Leading the proposal process for Professional Services.
  • Overall knowledge of proposal process management and technical writing.
  • Ability to perform and thrive in a fast-paced, deadline-driven environment.
  • Ability to manage multiple projects simultaneously.
  • Ability to make independent decisions.
  • Strong attention to detail.
  • Excellent communications skills with emphasis on writing, editing and proofreading.
  • Experience with Deltek Vision/VantagePoint, Salesforce, or other Client Relationship Management (CRM) software strongly preferred.

Education/Experience Minimum:

  • Bachelor's degree in marketing, English, Communications, or related field
  • 8+ years of proposal leadership experience.
  • Experience in A/E/C industry preferred.
  • Valid state driver's license (any in US) and ability to maintain a safe driving record.
  • In possession of appropriate documentation to legally gain and maintain employment in the US.
  • Ability to develop and maintain productive business relationships with clients, colleagues and vendors.
