M&J Engineering, D.P.C. (M&J) is a quality provider of multi-discipline consulting services with over 300 employees. Since its inception in 2004, M&J has grown into diversified provider of engineering, construction management, construction inspection, technology, and environmental services to a broad range of clients, including federal, state and city/local agencies, private owners, architects, engineers and contractors.
M&J is a leader in construction management and inspection, ITS, mechanical, electrical, wastewater, water supply, tunnel airport, port, marine/coastal, environmental engineering, and design-build services for both new infrastructure projects and renovations.
We are seeking a detail-oriented Proposal/Marketing Consultant. The Proposal/Marketing Consultant will play a key role in positioning M&J Engineering for success in the U.S. Federal and Washington, D.C./Virginia/Maryland State government markets. This role is responsible for leading the development of high-quality, compliant, and compelling proposals that effectively showcase M&J's technical expertise, qualifications, and past performance. The Consultant will collaborate closely with a growing, tight-knit core team to plan, organize, and deliver proposal responses that align with strategic business goals.
This position requires strong organizational and time management skills to manage multiple concurrent deadlines while coordinating seamlessly across local and virtual teams. The Marketing/Proposal Consultant will report to the Vice President of Business Development or designated Supervisor.
Responsibilities
  • Lead the preparation and submission of compelling, compliant proposals for Federal and State government solicitations.
  • Collaborate with technical staff and leadership to craft clear, persuasive narratives that align with client needs and M&J's strategic goals.
  • Coordinate proposal schedules, deliverables, and quality reviews to ensure timely, professional submissions.
  • Maintain and organize proposal content, project data, and qualification materials.
  • Support marketing initiatives, pursuit planning, and client engagement efforts as part of a growing, collaborative regional team.
  • Independently perform research, writing, and proposal production and coordination.
  • Assist in capture with integrating pursuit strategy/win themes into proposal responses.
  • Lead communications and content collection with team partners and subcontractors.
  • Lead proposal development process, including meeting client requirements, coordinating materials needed from team members/subconsultants, schedule, and budget.
  • Prepare SF330, SF254/255, and public agency specific forms.
  • Write and update resumes, position descriptions, boilerplate information, project descriptions etc.
  • Schedule meetings and perform other light administrative duties as necessary.
  • Perform other duties as may be required.

Qualifications
  • Bachelor's degree in Marketing, Communications, Business, or a related field.
  • 3+ years of experience in proposal development, preferably within the A/E/C or government contracting industry.
  • Experienced and superior writing, editing, and organizational skills, with a keen eye for detail.
  • Proven ability to manage multiple priorities and meet tight deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite; experience with proposal management tools a plus.
