Proposal Manager - Junior / Proposal Writer 2026-103
Location: Fairfax, VA
Hybrid (Remote Mondays & Fridays)

Nationwide IT Services (NIS), a rapidly growing Federal Government contractor, is seeking a Junior Proposal Manager / Proposal Writer to join our Capture team. This role is ideal for a strong writer looking to grow in Federal proposal management while supporting all phases of proposal development.

Responsibilities
  • Analyze solicitation requirements and assist with proposal outlines, compliance matrices, schedules, and content assignments.
  • Develop and edit technical, management, staffing, and past performance sections.
  • Transform technical notes and SME input into clear, customer-focused proposal narratives.
  • Support proposal activities including kickoff meetings, color reviews, final editing, formatting, and submission.
  • Maintain proposal templates, resumes, and past performance libraries while ensuring compliance with customer requirements.
  • Write, edit, and coordinate proposal responses for Federal RFPs, RFQs, RFIs, Task Orders, and White Papers.
  • Work with Business Development, Capture, Program Managers, and technical SMEs to develop compliant, compelling proposal content.
Qualifications
  • Bachelor’s degree in business, Communications, English, IT, Engineering, or a related field.
  • 2–5 years of experience supporting Federal proposal development, proposal writing, proposal coordination, or technical writing.
  • Excellent writing, editing, proofreading, and organizational skills.
  • Ability to manage multiple deadlines in a fast-paced environment.
  • Strong communication and collaboration skills.
  • Advanced proficiency with Microsoft Office, particularly Word, PowerPoint, and Excel.
Preferred Qualifications
  • Experience with Shipley proposal methodology.
  • Experience supporting DoD or Civilian Federal agencies.
  • Familiarity with IDIQs, GWACs, and Federal contract vehicles.
  • Experience with compliance matrices, storyboards, color team reviews, and proposal production.
